Description
1. BACKGROUND: Chavez Child Development Center (B7019) is located adjacent to the front gate of the Chavez Community, Cannon Air Force Base (CAFB), New Mexico. The Chavez Child Development Center (CDC) is a single story metal facility constructed in 1993 and renovated in 2010 with an addition that doubled its overall size to approximately 30,000ft2. The renovation replaced the existing mechanical system with a new system which includes 23 constant volume fan coil units, two energy recovery ventilators, an air-cooled chilled water unit, two centrifugal chilled water pumps, etc. Hot water is supplied by a natural gas-fired boiler with two variable frequency driven centrifugal hot water pumps. The building is connected to the base energy management control system (EMCS) through the Alerton building automation system (BAS). During the cooling season the HVAC system is unable to keep the building at AFSOC standards (74 degrees) which causes disruptions to daily activities and facility shut-downs. 2. OBJECTIVES: The objectives of this work include but are not limited to: Chavez CDC HVAC system shall receive a comprehensive recommissioning/test and balance. Service shall be performed during the hottest part of the year to ensure the system can handle the heavy cooling load; this is expected to be in the afternoon during the month of July. Any potential for improved cooling capability shall be identified. Special attention shall be taken to reach the target indoor temperature of 74 degrees during cooling season. The contractor shall coordinate with building manager to ensure Chavez CDC remains operational during service. Contractor shall follow all applicable codes and military guidelines. Contractor shall perform service according to specifications and drawings provided.
