Description
This Request for Information (RFI) is being published for purposes of market research (FAR Part 10) to determine the level of industry interest and identify potential sources capable of manufacturing and maintaining a Swing Land Trainer (SLT), that complies with the U.S. Army, Maneuver Center of Excellence (MCoE) 1/507th Parachute Infantry Regiment (PIR) validation requiements, in support of Naval Special Warfare Advanced Training Command (NSWATC) Static Line (S/L) Course of Instruction (COI).� The SLT should comply with the following salient characteristics: Static line training apparatuses shall have equivalent specifications as those at the Fort Benning GA airborne school. PLF pit.� Require Pea gravel for impact mitigation.� Dimensions must cover 94�L x 98�W with drainage and weed mitigation.� Interlocking pre- cast concrete retaining walls to be utilized as training aid for low Parachute Landing Falls. � Gravel filled pit for Lateral Drift Apparatus (LDA), and Step Gravel filled pit for QRS Swing landing trainer. The Swing landing trainer shall simulate an MC-6, designed to have four simultaneous working stations, descent rate will be 14.5-18.5 ft/sec for avg. jumper, stainless trapeze will be designed for pulling two riser or single riser slips, 45 lbs. student release mechanism.� Mesh covering for A Frame and working area for prolonged exposure to sunlight. Lateral drift apparatus:� Zip frames shall be built from stainless steel with cross arms at 90 degrees to simulate pulling slips four directions, anchor stands will be adjustable for various rates on the zip line, Cable will be 1/2"" diameter stainless steel 7x19, with stainless steel end fittings.��� STEPS AND LATERAL DRIFT APPARATUS (LDA) (2ea) 2� platforms with gravel filled pit With a minimum of three (3) each LDA zip-line assembly with anchor stands with gravel filled pit Drag area:� Sleds shall be stainless steel sheets with MC-6 pack trays, 2:1 pulley system to reduce the effort required to pull the sleds. Hanging harness: Cross bars shall be stainless steel with stainless steel hardware fittings, MC-6 toggles with a bungee cord system, trapeze will rotate but not pivot, height adjustment feature to accommodate a range of jumper heights. � (14ea) Bracketed attachment stations which allow for simulation of canopy control for the MC-6 parachute system. Ramp and side door mock up: The mock door shall simulate a C-130, C-27 aircraft including accurate jump platforms and door profiles, light system (6 stations) will be C-130 type including an emergency bell, C-130 paratroop seats, outboard only, operational ramp with grit tape, and 4 anchor line cable systems - all stainless steel cable and fittings. � (1ea) The aircraft being utilized by the vendor needs to have an interior mock up with ramp and door exit points. The SLT and associated equipment shall be non-permanent. � The vendor shall install and maintain the SLT on the Silver Strand Training Center, Naval Base Coronado, Imperial Beach, CA. Information received from this sources sought notification will be used to ascertain potential market capability and determine the acquisition strategy (ex. Full and open/small business set-aside, etc.). �The Government�s intent is to release a Request for Quote (RFQ), which will be posted on the beta.sam.gov website after finalization of the acquisition strategy.� The Government�s intent is to issue a single award Firm Fixed Price (FFP) contract.� Formal quotes from industry are not being requested or accepted at this time.� � � There is no solicitation at this time. This sources sought does not constitute a request for quotes; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and it shall not be construed as any commitment by the Government to execute this requirement.� If your Company has the potential capability to satisfy this requirement the above referenced requirements, please provide the following information: 1)� Company name 2)� Cage Code 3)� DUNS Number 4)� Address 5) Point of Contact 6)� E-mail Address 7)� Web Site Address 8)� Telephone number 9) Type of ownership (SB, Large Corp., etc.) for the Company under NAICS code 332999. 10) Verification that the NAICS code identified is appropriate, or provide suggestions with supporting rationale as to why it isn�t appropriate. 11)� Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting business plans or strategies that demonstrate your capability to provide a SLT.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 12) Provide information on whether your company has performed this type of effort or similar type of effort (to include size and complexity) for both Government and non-Government as a commercial service. If so, provide examples and a brief description of your direct support of the effort. The Government will evaluate responses to this Sources Sought to ascertain potential market capability. Solely expressing interest will not be considered as evidence of business capabilities. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government is not obligated to notify respondents of the results of this announcement and it reserves the right to reject, in whole or in part, any private sector input as a result of this announcement.
