Description
This Request for Information (RFI) solicits capabilities from vendors to determine the competition/participation level in the market (see Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis). The FAA will use the responses to this RFI for information purposes only and will not release responses, except as required under the Freedom of Information Act (FOIA). To protect proprietary information, respondents must mark all proprietary information appropriately. This announcement neither guarantees a procurement nor commits the Government to enter into a contract. This announcement is not a Screening Information Request (SIR) or Request for Proposals (RFP). The FAA will not accept unsolicited proposals. A potential future procurement will include adherence to appropriate Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment clauses and representations. The FAA seeks interested sources capable of providing independent lab services for: aviation gasolines experimental fuel blends and additives turbine fuels alternative turbine fuels, and lubricating oils The FAA may purchase blend components. The laboratory must have the ability to handle and blend leaded and unleaded fuels (including lead and amine additives, aromatics, ethers, alcohols, isomerates, metallic additives, and catalysts). Subcontracted and third party testing and blending is not acceptable. A draft Statement of Work is attached to this RFI. The�FAA has not determined the nature of the competition at this time. Should adequate competition exist, the FAA may decide to do an unrestricted competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. This RFI will assist in obtaining the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small business or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 541380 Testing Laboratories, with a size standard of $16.5M. In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: Capability Statement (not to exceed three (3) pages) summarizing your firm�s capability to meet the FAA�s requirement as specified in the draft Statement of Work. It is critical the respondent demonstrate they can provide all testing and fuel blending in house; DUNS number and SAM Registration information; and Questions regarding the draft requirements. All responses to this RFI must be received by 9 a.m. Tuesday, February 16, 2021. The FAA will only accept submissions, including attachments emailed to the Contracting Officer, Anthony Doran (anthony.doran@faa.gov). Please include �692M15-21-R-00017: Laboratory Testing & Blending Services� in the subject line. Information provided is not intended for release; however mark all appropriate pages PROPRIETARY. The FAA will use all responses to the RFI in the final development of the acquisition strategy.� The Government will not be liable for payment of any costs attributed to the preparation and submission of information or proposals to the Contracting Officer. The FAA will post any solicitation resulting from this RFI on beta.SAM.gov.
