- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Teledyne Scientific & Imaging, LLC, for the purchase of �J22-P2-R05M-1.7 detectors for the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Sensor Science Division of NIST requires four near infrared (NIR) InGaAs detectors to be used to transfer and maintain the near infrared scale of power responsivity in the visible spectral comparator facility. Any spectral power transfer or working standards are photodiodes that must be both spatially uniform and stable over time and fit into the fixtures of the Visible Spectral Comparator Facility (VisSCF).�� The spectral power responsivity curve must be smooth, without structural bumps over the wavelength range of 1000 nm to 1500 nm.� This is also a critical step in the national defense measurements. The photodiodes have to be both spatially uniform (<0.3%), stable over time, fit into the fixtures of the VisSCF measurement facility, and have a spectral power responsivity curve that is smooth (<0.02% deviation from a straight line), without structural bumps over the wavelength range of 1000 nm to 1500 nm.� Extensive market research has been performed, and, only one manufacturer, Teledyne Judson, has been identified to have the technical capabilities to meet the requirements of measurement uncertainty and expandability required for the project and can meet all the following requirements: Mounted in a can that is 25.4 mm in diameter Uniformity curves less than 0.3 % over the active region Signal output from a BNC connector spectral power responsivity curve must be smooth (less than 0.02 A/W deviation from a straight line), without structural bumps over the wavelength range of 1000 nm to 1500 nm Made of InGaAs Active Area = 5 mm in diameter Windowed Without the procurement of these devices, stakeholders will not receive a calibration service better than their measurement capabilities, limiting the effectiveness of the calibration service. Delivery shall be FOB Destination and completed within 8 weeks from receipt of an order. The North American Industry Classification System (NAICS) code for this acquisition is 334413 and the size standard is 1,250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on February 18, 2021. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
