Description
RF detection, spectrum analysis and visualization, spoofing, mitigation and direction-finding solution for the Joint Communications Support Element (JCSE) 1.0 Description: 1.1 JCSE seeks industry interest to establish a vendor engagement geared at displaying current industry solutions for RF detection, spectrum analysis and visualization, spoofing, mitigation and direction-finding solutions for operating in the Electro Magnetic Spectrum (EMS). Industry presentations should be demonstrated in a capacity that represents their ability to provide solutions that work in conjunction with current JCSE HF/VHF/UHF/SHF/EHF hardware. JCSE is interested in responses that offer presentations for products that can fit this description in some or total capacity. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not promise a Statement of Intent or constitute a Request for Proposal (RFP) or a promise to issue either in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties� expense.� Not responding to this RFI does not preclude participation in any future solicitation, if issued.� If a Statement of Intent or RFP is released, it will be synopsized on beta.SAM.gov.� It is the responsibility of the potential responder to monitor this site for additional information pertaining to this requirement 2.0 Background Radio frequencies utilization and spectrum management play a critical role in JCSE�s ability to execute our long-haul communications mission. Frequencies in the range of 3MHz to 40 GHz are the most utilized in tactical environments. These frequency ranges are saturated with civilian, military, and government radio waves that can cause intentional and unintentional interference, jamming, and congestion of communications between communications equipment.� The ability to have a system that detects, records, geolocates and maps RF in an area of operations would allow for greater RF Management and interference mitigation in current and future operations. 3.0 Requirements 3.1 Vendor Demonstration Day:� 2nd and 3rd March 2021 3.2 Demonstration: Provide vendors a web platform for virtual demonstration. Microsoft Teams is preferred however we do have the capacity to facilitate other services if given advanced notice. � 3.3 Mobile System Mobile Systems are vehicle mountable within FAA Compliance System must be able to be placed in cases that are MIL-STD-810H compliant Systems must be able to be in cases that are MIL-STD-1472F compliant and be transportable by no more than two persons, not to exceed maximum weight of 35lbs per person Powers use 100 KW or less 4 hour uninterruptible power supply with a low power alarm (battery must be in Military inventory) Input voltage of 100 to 240 VAC, 47 to 63HZ and 11-32 VDC Conduct spectrum analysis the 3MHz to 40GHz range Instantaneous bandwidth of not less than 100 MHz Provide antenna array supporting RF detection and direction finding in the 3Mhz to 40GHz range Noise floor of not greater than 13dB Receiver sensitivity of no more than �125dBm Detection perimeter size of a singular antenna array System capable of providing spectrum map of hotspots with Geolocation No more than 2 single mast antenna array Data and hardware control visible/manageable from a remote location to a semi centralized location. Supporting network devices will be based on industry supported embedded modules, capable of supporting IETF defines standards, protocols and LAN/WAN operations 3.4 Man-Portable Systems Man-Portable Systems are backpack/rucksack portable within FAA Compliance Cases equipped or compatible with TSA/GSA approved locks System must be able to be placed in cases that are MIL-STD-810H compliant Systems must be able to be in cases that are MIL-STD-1472F compliant and be transportable by no more than two persons, not to exceed maximum weight of 35lbs per person Powers use less than 1 KW 4 hour back up battery with a low power alarm (battery must be in Military inventory) Input voltage of 100 to 240 VAC, 47 to 63HZ and 11-32 VDC Conduct spectrum analysis the 3MHz to 40GHz range Provide antenna array supporting RF detection and direction finding in the 3Mhz to 40GHz range Instantaneous bandwidth of not less than 50 MHz Noise floor of not greater than 13dB Receiver sensitivity of no more than �125Bm Detection perimeter size of a singular antenna array System capable of providing spectrum map of hotspots with Geolocation No more than 1 single mast antenna array Data reportable/visible/manageable from a remote location to a semi centralized location. Supporting network devices will be based on industry supported embedded modules, capable of supporting IETF defines standards, protocols and LAN/WAN operations 3.5 Certifications and Accreditations: Provide list in response Responses Vendor Questions Will you be showcasing your product in person or via virtual presentation? What facility requirements do you need to demonstrate your product if in person? Do you have a rough estimate of when you would be able to give your demonstration in the provided 2-day window? Time slots will be provided in 1-hour blocks with limited flexibility as needed. Which portions of JCSE requirements set listed above does your equipment meet? Describe previous projects or involvement of similar nature with DoD organizations. What testing and validations has your product done? Company Information.� The response shall provide the following information: Contact Information:� Company name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. Written response is assumed to be a Company�s intent for full rate production. 4.3.2 �� Security Clearance:� State the security clearance level of the company facility. Written Response: Interested parties are required to respond to this RFI with a single written response per product line. Written responses shall be in Microsoft Word for Office 2000 or later compatible format. Respondents are requested to address the questions in paragraph 4.3 and/or 4.4 and may provide supporting documentation along with the response.� Responses shall be limited to 10 pages for the entire submission (including company information, answers to technical questions, supporting documentation, etc.)� Responses are due NLT 23 FEBRUARY 2021 and must be submitted via e-mail only to the Government Point of Contact (POC):� TSgt Nelson Vargas (6 CONS Contract Specialist): nelson.vargas@us.af.mil. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned. 5.0 Meetings and Discussions The Government may or may not choose to request further clarification of potential capability. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address.� Verbal questions will NOT be accepted.� Questions shall NOT contain proprietary or classified information. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide RF detection, spectrum analysis, and direction-finding solutions. The information provided in the RFI is subject to change and is not binding on the Government.� The Air Force has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� All submissions become Government property and will not be returned.
