- This pre-solicitation notice is for Solicitation Number 36C24221B0013 - Project Number 561-16-100 Upgrade of the Acute Mental Health Ward at the VA New Jersey Healthcare Systems (NJHCS) East Orange Campus at 385 Tremont Avenue, East Orange, NJ, 07018. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The cost estimate range for this project is $1,000,000 and $2,000,000. Scope of Work: A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for renovation to Acute Mental Health Unit on the 12th Floor of Building 1 (including Corridor), Minor Renovation to the First Floor; and the alteration/expansion of associated mechanical, electrical and plumbing components as required by drawings and specifications. B. Phasing: The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. Phases of work to be coordinated include: 12th Floor Work - Pre-Phase 1: Includes work to create a secured Temporary Nursing Station, and Med Room access. Construction Barriers will be erected to isolate the areas of construction, and the North Wing is vacated. Phase I: The Temporary Nursing Station is operational. This phase includes work to Isolate the remainder of the existing Nurse suite and Day room for renovation into a New patient lounge, and Nurse work Area. North Wing remains vacant. Phase II: The North wing and the new patient lounge and nurse work area are opened. Construction Barriers are modified to isolate the Temporary Nursing Station and South Wing (now vacant) for renovation. Final Build Phase: All Temporary construction barriers are removed. The flooring and other spot construction is completed to finish the corridors and other remaining items. First Floor Work: The limited work on the first floor within the area of the emergency department can be done independently of other Phases but must be completed prior to the Final Build Phase completion. This includes the isolation and demolition of the existing fast track room, and creation of a new seclusion room Abatement: Abatement is to be coordinated with phasing prior to Demolition Work Commencing during each Phase for both the First, and Twelfth Floor Areas. Project Completion: 18 weeks All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about December 23, 2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
