- Request for Information/Sources Sought: Biomedical Equipment Technical (BMET) Services DESCRIPTION: This is a RFI to gather information AND to determine the availability of potential sources having the skills and capabilities necessary to provide Biomedical Equipment Technical (BMET) Services support to the VISN 7 Biomedical Engineering Departments to accomplish preventative maintenance, testing, and repair of hospital equipment and accessories. VISN 7 plans to establish an Indefinite Delivery Indefinite Quantity (IDIQ) Contract OR BPA to support these requirements. Work may be performed at all 8 VA Medical Centers (VAMCs) and surrounding facilities as required. Locations are specified in the Performance Work Statement. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a request for information and sources sought synopsis only. Questions or Information should be submitted by email to Contracting Officer, David Parente at david.parente@va.gov. The purpose of this Request for Information / Sources Sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS Code: 811219; Other Electronic and Precision Equipment Repair and Maintenance; Size Standard: $22 Million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Request for Information/Sources Sought Synopsis, a solicitation announcement may be published. Responses to this Request for Information/Sources Sought Synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Request for Information/Sources Sought Synopsis announcement. The Government is not obligated to, nor will it pay for, or reimburse any costs associated with responding to this Request for Information/Sources Sought Synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, five (5) pages or less that demonstrates how your company has the supervision, facilities, labor and experience to provide the services required. Include evidence of past experience in providing these items to the VA, other Government (Federal or State) agency, or for a private facility. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. If the requirement is available on your GSA, FSS or GWAC schedule include the schedule number and associated SINs. (3) Estimated Dollar Value- (a) Our Office is seeking information on the expected dollar value of an acquisition of this nature in accordance with the Performance Work Statement. (b) Typical CLIN structure used for VISN wide IDIQ or BPAs for services required. (4) Further Capability - Can a single company handle ALL of the facilities listed, or should we be considering a Multiple Award IDIQ or BPA? (5) Submit any Relative Past Performance Are you performing any of these services on a current/past IDIQ or BPA on a VISN wide scale for other areas? If so, please identify Contract or BPA number and relative VA POCs that could potentially provide assistance to VISN 7 with this requirement. Responses must be emailed to Contracting Officer, David W. Parente at david.parente@va.gov no later than 5PM EST 2/12/2021. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place RFI# 36C24721Q0351 in the subject line of your email response. This notice is to assist the VA in determining sources and Information only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
