- Seeking Sources Only **Interested offeror shall respond via the Sandia Business Opportunities Website: http://www.sandia.gov/working_with_sandia/prospective_suppliers/business_opportunities_site.html** National Technology and Engineering Solutions of Sandia, LLC (NTESS) is seeking a General Construction (GC) Subcontractor to build a new secure office building on a firm fixed price basis (FFP). For the this posting, �Subcontractor� refers to a company with a direct contractual relationship with NTESS, �lower-tier subcontractors� refers to companies that the Subcontractor may contract with to perform various scopes of work, and �Offeror� refers to a company interested in proposing on this opportunity to become a Subcontractor. The Subcontractor shall provide construction for the purpose of furnishing all materials, labor, equipment, and services necessary to construct a secure, two (2) story office building of approximately 28,000 gross square feet (GSF) on an unused paved parking lot at Sandia National Laboratories located in Livermore, California. The new building shall include office spaces, storage areas, administrative support area, conference and meeting rooms, break rooms, and associated necessary support space. A Request for Quotation (RFQ), including NTESS construction drawings and specifications for this construction project, will be provided to Offerors meeting all the mandatory requirements, if released. Informative: If a Request for Quotation (RFQ) results from this posting and the supplier meets the specified requirements, the supplier may be provided an RFQ at a later date. Labor Category Crosswalk to Service Contract Act (SCA) or Davis Bacon Act (DBA) Wage Determination: A wage determination may be applicable to any resulting contract. Accordingly, if an RFQ is issued, all interested offerors shall identify in their proposal response any class of SCA or DBA applicable service employees proposed to perform work under any resulting contract and either directly or indirectly match all proposed labor classes to those specifically listed in the applicable wage determination. Failure to provide the required information may render a proposal non-responsive. Buy American Certification: The Buy American Act may be applicable. If a Request for Quotation (RFQ) is issued, all offerors shall be required to supply a Buy American Certification. Failure to provide the required information may render a proposal non-responsive. North American Industry Classification System (NAICS) Code Verification: The applicable NAICS code for this project is 236220 Commercial and Institutional Building Construction. NTESS reserves the right to set this procurement aside to Interested offerors that are considered small businesses for this NAICS code but may allow other than small business Interested offerors for this NAICS code to participate dependent upon number of qualified Interested offerors herein. Interested offerors are encouraged to register and/or update their profiles in the System for Award Management (SAM) for NTESS to verify Interested offerors responding to this opportunity and their ability to meet all the mandatory requirements contained. Debarment Status: Interested Offerors shall not be on the Government Debarred List as debarred, suspended, or proposed for debarment. Mandatory: Relevant Experience: The Offeror shall have experience and capacity of constructing and managing all aspects of three (3) similar size new secure office buildings projects, each of the individual contract values shall be greater than $15,000,000.00 and within the last five (5) years. The Offeror shall attest in its response to this posting whether it meets or does not meet this requirement. The Offeror shall provide the following information for the above described three (3) projects that were completed within the past five (5) years to the date of this posting. Full Project Title, summary of description and delineate percentage of construction work self-performed by the Offeror Contract or Project Number Project award date, initial completion date, actual completion date Project initial amount and final amount at completion Project Customer Project Point of Contact (POC) name, phone number, and email address The above information shall be supplied by the close date of this posting. NTESS will contact the Points of Contact (POC) to confirm the referenced services are substantially similar to the SOW of this posting and were completed successfully. The Offeror shall provide POCs who are available and able to confirm information with respect to the applicable referenced project. Jobsite Presence: The Offeror shall provide a full-time jobsite Superintendent and shall maintain a trailer on the jobsite for the duration of the entire subcontract. The Offeror shall attest in its response to this posting it meets or does not meet this requirement. Licenses: The Offeror and/or its lower-tiered subcontractors shall have the following valid California licenses: General Engineering Contractor (A) or General Building Contractor (B), Electrical Contractor (C10), Fire Protection Contractor (C16), Warm-Air Heating, Ventilating, and Air- Conditioning (C20). The Offeror shall attest in its response to this posting whether it meets or does not meet this requirement. The Offeror shall provide evidence of current/valid California licenses by the close date for this posting. Bonding: The Offeror shall have a minimum of at least $17,500,000.00 for a single bond/project (not aggregate limit). The Offeror shall attest in its response to this posting whether it meets or does not meet this requirement. The Offeror shall provide a surety letter from bonding company attesting to a minimum of at least $17,500,000.00 for a single bond/project (not aggregate limit) by the close date for this posting. Experience Modification Rating (EMR): The Offeror's California EMR shall be less than one (1.0) for the previous four (4) years. The Offeror shall attest in its response to this posting it meets or does not meet this requirement. The Offeror shall provide evidence of its OHSA documentation of California EMR ratings for the last four (4) calendar years by the close date for this posting. Citizenship: All personnel, including lower-tier subcontractors, performing work in support if this effort shall be U.S citizens. The Offeror shall confirm compliance with this requirement. OSHA Incident Rate: The Offeror�s Occupational Safety and Health Administration (OSHA) Total Recordable Case Rate shall be at 4.0 or below for the past four (4) calendar years. The Offeror shall attest in its response to this posting it meets or does not meet this requirement. The Offeror shall provide its OHSA documentation evidence of Total Recordable Case Rate by the close date for this posting. Safety: The Offeror shall have an Injury Illness Prevention Plan (IIPP) that is compliant with Title 8 of the California Code of Regulations (T8CCR) Section 3203. The Offeror shall attest in its response to this posting it meets or does not meet this requirement. The Offeror shall provide supporting evidence of Offeror�s IIPP by the close date for this posting. Availability: The Offeror shall be available to fully support the new secure office building construction during the Period of Performance estimated April 28, 2021 through October 31, 2022. The Offeror shall attest in its response to this posting it meets or does not meet this requirement.
