COSTS ASSOCIATED WITH INDUSTRIAL SHIP SAFETY MANUAL FOR FIRE PREVENTION AND RESPONSE (RFI) Notice Type: Special Notice THIS REQUEST FOR INFORMATION (RFI) NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. �This is not a request for proposal (RFP) and a formal solicitation is not available at this time. �This notice does not constitute a commitment by the Government for any actual procurement of materials, machinery, supply, or services, nor shall this RFI be construed as a commitment to issue an RFP, contract, or order.� ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY, AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information (including trade secrets) contained within their response.� The Government will not be liable for, or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. In order to complete its review, NAVSEA must be able to share respondent�s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data � Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. The support contractors involved in the assessment and consideration of this information are as follows: �Valkyrie Enterprises, Inc and SERCO. � REQUEST FOR INFORMATION: The Naval Sea Systems Command (NAVSEA) has the following objective with this Request for Information. Objective - In response to Fleet tasking associated with the BONHOMME RICHARD fire, NAVSEA is collecting data to reflect the current cost of compliance with the NAVSEA 8010 Manual, as reflected in the NAVSEA Standard Items (NSI�s) as a percentage of total maintenance availability cost.� � SUBMISSION DETAILS: NAVSEA is requesting information from previous prime contractors on surface ship availabilities to �provide cost data related to executing the requirements of the NAVSEA 8010 manual, as implemented by the NSI�s.� Reported cost data should consider the following: Ship Class (CG, DDG, LCS, Amphibious ships, etc.). Duration of availability. Type of Availability (docking, non-docking). Location of Availability (Naval Base, shipyard, etc.). Labor and materials. Direct and Overhead. If NAVSEA 8010 Manual requirements are met by other industrial regulations (i.e., OSHA), these costs may be captured and included in the submission. Respondents shall also include a cover letter including the following information: Association or Business name, address, CAGE code, and Point of Contact including name, phone number and email address responsible for submission. Submissions shall be in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to Erica Fetter, Procuring Contracting Officer, �Surface Combatant Ship Support Branch, NAVSEA 0244 at Erica.Fetter@navy.mil, with a copy to the Contract Specialist, Frederick Mitchell at frederick.mitchell@navy.mil and Mr. Art Lopez, Deputy Director for RMC Support, SEA 024C at �arturo.a.lopez@navy.mil. Not responding to this RFI does not preclude participation in any future competitive solicitation, if one is issued.� If a solicitation is issued, it will be announced later via SAM.gov, and all interested parties must respond to that solicitation announcement separately from the responses to this RFI. Submissions in response to this Request for Information are due no later than twenty one (21) days from posting date.
