- Attachment 1: Combined Synopsis-Solicitation for Commercial Items VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Original Date: 10/12/17 Revision 04 Date: 06/10/20 Description (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04, effective date 01-19-2021. (iii) This solicitation is full and open competition. (iv)The associated North American Industrial Classification System (NAICS) code for this procurement is 811219, with a small business size standard of $20.5 million dollars. The FSC/PSC is J066. (v) The Department of Veterans Affairs, VHA Regional Procurement Office West, Network Contracting Office 22 in Long Beach California is seeking to purchase onsite service & preventative maintenance for equipment BioPlex 2200 Multiplex Testing system. (vi) All interested companies shall provide quotations that demonstrate meeting the Statement of Work (SOW) characteristics specified in this solicitation, otherwise it will be considered non-responsive. The information provided is intended to be descriptive. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide onsite service and maintenance for equipment BioPlex 2200 Multiplex Testing system. See attached SOW for more details. (xi) The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. The Government is not requesting or accepting alternate quotations. Only one quotation per vendor will be accepted. (xii) The following are the decision factors: (1) Price: The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. (2) Past Performance. The award will be made to the response most advantageous to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Responses should contain your best terms, conditions. (xiii) To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
