Courthouse Rd, Arlington, VA 22204 Subject: End-Strength Reduction Modeling Proposed Solicitation Number: M95494-21-Q-0011 Closing Response Date: N/A Contact Point or Contracting Officer: Ana Cruz Contract Award and Solicitation Number: M95494-21-Q-0011 Contract Award Dollar Amount: N/A Contract Line Item Number: N/A Contract Award Date: N/A Contractor: N/A Description: The Deputy Commandant for Programs and Resources (DC P&R) requires repeatable, verifiable, and defendable analytic support to assess the likely outcomes and impacts of changes to the Marine Corps� end strength and total obligation authority (TOA) on 1) required financial and other resource allocations, and 2) key performance metrics relating to force readiness and effectiveness over a 5 year future time horizon. The DC P&R specifically requires proven systems dynamics modeling and simulation support to diagnose key dependencies between changes in end strength and changes to United States Marine Corps (USMC) facilities, training, equipment, recruiting, and retention assets and goals. The modeling and simulation results should highlight areas where changes to resource allocations can or should be made to maximize the effective use of available resources. The Contractor shall refine the previously-developed Program/Portfolio Management Modeling System (PMMS) simulation of enterprise-level Marine Corps system dynamics to evaluate scenarios related to reductions in end strength (as opposed to its previous use for assessing increases in end strength), changes in TOA and funds allocation, and changes in operational demands. The PMMS simulation shall address, at minimum, the key functional areas of manpower, equipment, facilities, training, recruiting, retention, and funding. The Contractor shall update the equations and parameters to reflect updated/more recent data sets, which the Marine Corps will provide. Where possible, given data sources exist now which were not available when the model was initially developed, the Contractor will replace parameters that were previously based on subject matter expert (SME) opinion with parameters based on newly available data sources, or, at minimum, verify that the SME-provided parameter value is still relevant. The period of performance will include a three-month base period and one (1) three-month option period. The requirement will be fulfilled through a firm fixed price contract. This will be a FAR Part 12, Acquisition of Commercial Items, procurement conducted using the procedures in FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. Place of Contract Performance: The work under this contract will be performed at the Contractor�s Facility. � Set-Aside Status: This will be a sole-source award to a Small Business. � MCICOM intends to execute a sole source contract with Sage Analysis Group, Inc. for systems dynamics modeling and simulation support to diagnose key dependencies between changes in end strength. Based on market research conducted, Sage Analysis Group, Inc is the only known company that offers an end-to-end solution that meets the requirements listed in section 16 above.
