- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-NFFM-21-00609 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04. The National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Narragansett Laboratory, Narragansett, RI has a requirement for Janitorial Services in accordance with the Statement of Work. The anticipated Purchase Order will be issued on a firm fixed priced basis.� The base year Period of Performance date is Date of Award through January 31, 2022. The place of performance is NOAA/NMFS, 28 Tarzwell Drive, Narragansett, RI, 02882. The Government will award a contract resulting from this solicitation to the responsible Contractor whose quotation represents the best value using trade off process where technical capability and past performance are more important than price. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 561720, Janitorial Services, with a Size Standard of $19.5 million. Quote Content and Evaluation Criteria Offerors shall submit a signed and dated quote on company letterhead that contains, at a minimum, the following information: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Address your technical capability and proposed method for accomplishing the tasks outlined in the Statement of Work. Information for technical capability shall not exceed five (5) pages. Past performance references for no more than three contracts similar in size and scope to this requirement. See Past Performance Reference Sheet. Offerors shall use the price schedule format above, to indicate the prices proposed for all CLINs in their offer. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration. All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 A.M. Eastern on February 12, 2020. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 am., Eastern Time, on February 16, 2021. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. The anticipated award date is on or about February 18, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service for this acquisition (see applicable tab where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt. ** Please note: Upon contract award and before any service begins, the contract issued requires the Contractor to provide evidence meeting the NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy in accordance with the NOAA Acquisition Manual (NAM) Contract Clause 1330-52.222-70.** Site Visits shall be scheduled and completed no later than February 12, 2021.
