- This proposed procurement is Full and Open Competition (Unrestricted). Project Description: FY21 Maintenance Dredge, Baltimore Harbor and Channels, Maryland The proposed procurement is Unrestricted, NAICS 237990 with a magnitude of construction between $10,000,000 and $25,000,000.�The project consists of maintenance dredging portions of the Craighill Angle and Swan Point Federal Navigation Channels which are located in a heavy commercial waterway supporting the Port of Baltimore. It is anticipated the work would be performed in the�spring - early summer of 2021 and would consist of dredging Craighill Angle to a required depth of 51 feet MLLW with one foot of allowable overdepth and dredging Swan Point to a required depth of 36�feet MLLW with one�foot of allowable overdepth. Assuming historical shoaling rates within the channels, the dredging should involve removal of up to 1,930,000 cubic yards of material, including allowable overdepth and all optional overdepth dredging. The material available for removal will be kept at or around this level due to funding constraints. The material will be placed at the Paul S. Sarbanes Ecosystems Restoration Project at Poplar Island, Talbot County, Maryland. The equipment required for this work commonly consists of two 40 plus cubic yard clamshell dredges, one 24-30 inch hydraulic unloader, six (6) to eight (8) large tugs, six to eight 2,500 � 6,000 cubic yard material scows, and appropriate attendant plant and pipeline. The Government makes no representation that use of such equipment would lead to successful performance of the contract, and bidders are required to estimate and determine what equipment it would need to accomplish the scope of work in the period of performance for this bid.The anticipated performance period for the above described dredging and placement should not exceed 130�calendar days from Notice-to-Proceed. Work shall be accomplished in accordance with attached specification and drawings. Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later than (NLT) 12:00 PM (EST), 04 February 2021. (Follow instructions within solicitation regarding Request for Information) This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted. Bids can be submitted in accordance with the soliciation bid instructions. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable to this acquisition must be in vendor's SAM registration.
