- MARKET SURVEY FOR THE ACQUISITION OF FAA OPERATIONAL TEST EQUIPMENT NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST.� CONTACT INFORMATION BELOW. This is a market survey for information and comments from industry that will aid in the formation of an acquisition strategy for the acquisition of the following Operational Test Equipment. The draft requirements are identified in the attached draft Request for Quote (RFQ). The FAA intends to pursue this strategy unless one or more items contained in this announcement are found to be available for purchase from only one source, or it is determined that two or more sources cannot provide all items. Through previous market research, it is known by the FAA that some items contained in this announcement are available for purchase from multiple sources, but this is currently not known for all items. The FAA requests that all responses to this announcement clearly identify which items they can provide and which items they cannot to assist the FAA in the determination of how best to proceed with the acquisition of all listed items. A draft RFQ document is attached to this announcement. This is not an official RFQ. The purpose of providing this document is to convey the FAA�s current intentions and to solicit questions and comments from interested vendors regarding the FAA�s acquisition strategy. For the purpose of this announcement, interested vendors may respond using whatever documentation format they desire. Vendors may use this document in their response to convey information if convenient; however this is not required as this is not an official RFQ announcement. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor�s expense. At this time the nature of the competition has not been determined. The FAA may decide to proceed with a full and open competition, justify single source, or set aside all or part of the procurement for small businesses, service disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, capabilities, and rough orders of magnitude (cost estimates) from businesses interested in and capable of providing the required operational test equipment. Respondents to this Market Survey are encouraged to provide comments regarding the government�s approach to this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS � 423690 - Other Electronic Parts and Equipment Merchant Wholesalers, Size Standard � 250 Employees Interested firms are required to submit a copy of their SBA 8(a) certification letter, if applicable. The FAA requires interested vendors to address the requirements in the attached draft RFQ. This document is provided for feedback and comments. Vendors are requested to include the following information in their response to this announcement. For the purpose of responding to this announcement only, vendors may use the draft RFQ attached if desired, but this is not required, nor will responses using this document be considered to be a formal offer, quote, or proposal of any kind. 1. Capability Statement - This document should identify: Previous contracts and awards of these units (elaborate: quantities, dollar amounts and provide past delivery capabilities) Delivery Capabilities/Conditions (elaborate: delays due to COVID-19 and/or possible number of days which to expect delays) Number of years in business 2. Please clearly state whether or not you can provide all items listed in the draft RFQ. If using the draft RFQ to convey this information in your submission, you may leave blank the items you cannot provide. If not using the draft RFQ, please clearly convey in your response which items you can provide and which items you cannot. � 3. �Please provide estimated delivery schedules for items respective to their receiving locations identified in the draft RFQ. If using the draft RFQ, please fill-in the number of days after receipt of order that deliveries can reasonably be anticipated, If not using the draft RFQ, please clearly convey in your response estimated lead times for each delivery location identified in the draft RFQ. � 4. Please provide a Rough Order of Magnitude (ROM) or budgetary estimate for the items described in the draft RFQ. If using the draft RFQ document to convey this information, please fill in your estimate information where appropriate next to the line item.
