This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 dated January 19, 2021. The FAC and FAR are available at https://www.acquisition.gov/FAR. The associated North American Industrial Classification System (NAICS) code for this procurement is 314110, with a small business size standard of 1,500 employees. This synopsis page combined with the posted Standard Form 18 and the attached photos (attachment #1) will make a complete solicitation package. A fully formatted and complete version of this solicitation is also attached. This Acquisition may result in a firm fixed price purchase order. The South Major Acquisition Buying Office (MABO), 40001 SR 9336, Homestead, FL 33034 is seeking a contractor to provide all labor, tools, equipment, materials, transportation, programming, training and supervision required to successfully remove existing carpet (approximately 1200 square feet) and replace with a high grade commercial carpet tile. The new carpet shall consist of the following specifications; size 24�x24� or 36�x18�,100% PVC-free recyclable backing system, Radiant Panel Fire-Class 1 (based on pile construction) Meets CRI Green Label Plus certification, Cradle to Cradle Silver certification, (similar to Shaw Carpet - EcoWorx, Color-Azure). The contractor shall provide industry documentation and manufacturer literature supporting the recyclable material percentage. All transition strips are included in this work. Contractor shall verify all measurements. Your quote must include the manufacturer�s product specifications complete with technical product data for the carpet. Carpet tile is used on a ground or floor surface, then it shall be securely attached; have a firm cushion, pad, or backing, or no cushion or pad; and have a level loop, textured loop, level cut pile, or level cut/uncut pile texture. To be ABA compliant (Section 302 & 303), the maximum pile thickness shall be 1/2 in (13 mm). The Contractor, at the end of the project, shall supply to the COR an additional 10% of new carpet tiles for future repairs. Hours of Operation: 7:30 am to 4:00 pm, Monday through Friday, excluding Federal holidays. The contractor shall coordinate specific on-site work schedule with the Contracting Officer and Contracting Officer Representative (COR) five days prior to performance start date. Contractor shall coordinate with COR prior to starting project if alternative schedule is needed for more challenging areas. Work areas shall consist of the gift shop, theater and office areas of the Visitor Center. Work shall be completed in sections to lessen the impact on the visitor. NPS personnel shall assist with the moving of office furniture, benches or exhibits. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and COR and must be requested a minimum of 48 hours in advance. Installation: Existing concrete floors shall be swept and vacuumed with all debris removed so that carpet adhesive can properly bond. The contractor shall notify the COR if the use of suggested chemicals or carpet glue requires additional safety precautions. All new carpet tiles shall be installed in accordance with the manufacturer specifications and instructions. Installation contractor shall check matching of carpet tiles before installation to ensure there are no visible defects or variations between dye lots. Cut carpet tiles where required, in a manner to allow proper seam and pattern match; ensure cuts are straight. Join seams in recommended manner so as not to detract from appearance of carpet installation and decrease its� life expectancy; ensure seams are straight, not peaked, and free of gaps. Cut and fit carpet accurately around any projections. Care shall be taken to work new carpet tiles under existing vinyl baseboard strips without damaging them. Fit carpet tiles snugly to walls or other vertical surfaces where no base trim is attached, leaving no gaps. Carpet shall be rolled after installation to ensure proper contact with adhesive. Warranty: Contractor shall provide a commercial lifetime warranty on the carpet tile for defects in materials, in addition, a one year warranty on installation and repairs, which will include, but not limited to: edge ravel, de-lamination and/or glue failure causing an uplifting of the carpet tiles. Newly installed transition strip failure or uplifting shall also be covered. Debris removal: The contractor shall remove and where practical, recycle all scrap materials and debris related to this contract. All materials shall be disposed of off-site. All materials must be approved by the COR prior to purchase and installation. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection and always comply with all Occupational Safety and Health Administration (OSHA) standards.. All interested companies shall provide a quote for the job on the SF 18 to include your total price and your DUNS number on the form and your proposed technical approach to the project, proposed materials, best completion time-frame along with an acknowledge any amendments. (End of Clause) DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). ""Payment request"" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: The contractor shall utilize the attachments feature in the lower right hand corner of the IPP invoicing screen to attach a copy of invoices. Vendor invoice must include name and address of the Contractor; invoice date and number; contract number, period of performance and itemized information regarding tasks completed. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. All quotations shall be submitted via email to Mary_Stefanos@nps.gov. Emailed confirmation of offer will be sent by the government. Offers must acknowledge receipt of any/all solicitation amendments and include all required information mentioned above. The offeror bears full responsibility for on-time delivery of the quote to the Contracting Officer; there will be no relief given for undelivered emails that aren't received by the deadline of 10am ET on (March 03, 2021). Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). This is an open-market combined synopsis/solicitation for services with installation as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. By signing the SF-18, the contractor accept all the terms and conditions of the Solicitation. EVALUATION CRITERIA: Award shall be made to the quoter whose quotation offers the best value to the government, considering price, proposed materials, estimated time frame, past performance and technical approach, which are all equally weighted. The Contracting Officer may use information from other sources to evaluate past performance. This includes, but is not limited to, Past Performance Information Retrieval System (PPIRS). Your company must not be excluded from conducting business with the federal government or be delinquent on a federal debt.
