Description
Naval Air Warfare Center Training Systems Division Request for Information (RFI) for Contractor Operation and Maintenance Services (COMS), Contractor Instructional Services (CIS), and Training Device Relocation (TDR) for the Royal Saudi Naval Forces (RSNF) MH-60R Foreign Military Sales (FMS) Case DESCRIPTION The Naval Air Warfare Center Training Systems Division (NAWCTSD) is conducting market research in support of a Royal Saudi Naval Forces (RSNF) MH-60R Foreign Military Sales (FMS) Case.� The purpose of this RFI is: 1)�To determine the interest of potential offerors within the Field Training Services Support (FTSS) IV Multiple Award Contract (MAC) to Lot 1 Complex pool of qualified awardees. 2)�To assist the Government is acquisition strategy of a constrained budget to acquire the required Contractor Operation and Maintenance Services (COMS), Training Device Relocation (TDR), and Contractor Instructional Services (CIS) services described herein. The TOFT was designed and built by NAVAIR Simulation Division, Manned Flight Simulator (MFS).� The TOFT was delivered incomplete to meet training requirements and final software development is ongoing.� Software development activities are planned for completion in December of 2021.� The awardee will have some reach back to MFS who is the Original Equipment Manufacturer (OEM) during relocation planning.� As additional information, the visual display system (VDS) was provided by Flight Safety International and the TOFT enclosure was provided by Oshkosh Specialty Vehicles.� Both of these vendors were contracted by MFS to assist in the relocation of the TOFT from Patuxent River, MD to NS Mayport FL. The RSNF procured 10 MH-60R helicopters under an FMS Case.� Five of those helicopters have been delivered to NS Mayport to support initial training of RSNF MH-60R pilots and aircrew.� The remaining five helicopters have been delivered to Jubail, KSA for standup of the RSNF MH-60R squadron.� Initial training at NS Mayport is scheduled to conclude in April 2022.� At the conclusion of training the TOFT will be relocated to Jubail, KSA with a planned RFT of November 2022.� In November of 2022 COMS and CIS support will resume at Jubail to support currency and proficiency training of all pilots and aircrew who completed the FRS training at NS Mayport. REQUIREMENTS The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, intends to acquire COMS, TDR, and CIS for the Royal Saudi Naval Forces (RSNF) MH-60R Foreign Military Sales (FMS) Case.� The awardee will provide COMS support for the RSNF Tactical Operational Flight Trainer (TOFT) located at NS Mayport; relocate the TOFT to Jubail, Kingdom of Saudi Arabia (KSA); and provide COMS at Jubail.� The awardee will also provide CIS for RSNF MH-60R Fleet Replacement Squadron (FRS) training supporting HSM-40 at NS Mayport and subsequently provide proficiency and currency CIS support to the RSNF instructors at Jubail, KSA following relocation of the TOFT to Jubail, KSA. The current acquisition strategy involves: 1)�A 2-month mobilization period including transition of current COMS and CIS to the awardee at the conclusion of the current contracted COMS/CIS period ending September 2021. 2)�COMS/CIS support until April 2022 when training at NS Mayport concludes. 3)�Relocating the TOFT to Jubail. 4)�Upon completion of TOFT relocation, performing COMS/CIS in KAS for one year. RFI The Government budget is constrained by FMS CASE funding already in place.� The Government plans to award this work in July 2021.� To assist the Government in finalizing acquisition strategy and scope, we are seeking: 1)�Pricing estimates from interested Lot 1 FTSS IV Awardees. 2)�Inputs and comments to the following draft RFP documents regarding what industry feels would provide value, reduction in risk, or clarification in scope.� Draft RFP documents are as follows: a.�RSNF TOFT COMS_CIS Pricing Workbook b.�A001_Agenda_v1 c.�A002_Minutes_v1 d.�A003_Performance_v1 e.�A004_Inventory_v1 f.�A005_QSP_v1 g.�Draft_Addendum_A_COMS_PWS_1-15-21 h.�Draft_Addendum_B_CIS_PWS_1-15-21 i.�Annex to A003_Performance Report_v1 j.�Annex to A004_Inventory_v1 k.�Annex to A005_QSP_v1 Note:� RSNF TOFT maintenance documentation and course syllabus will be provided to interested respondents upon request.� Requests for the RFI Support package should be submitted via e-mail to vance.rosebush@navy.mil with the subject �RSNF COMS/CIS/TDR � RFI Package Request�.� The technical data will be provided to one requestor from each interested respondent via DoD Secure Access File Exchange (SAFE). RESPONSES Responses shall reference RSNF MH-60R OCONUS COMS/CIS/TDR � RFI. Pricing responses shall be provided in the attached Pricing workbook (Draft RFP document a).� Any pricing comments or explanations the respondent wishes to provide should be included in a separate Microsoft Word document. Contract Data Requirements List (CDRL) responses (Draft RFP documents b-f) shall be provided in a Word document with reference to the form and section number. Inputs and comments to draft RFP documents g-k shall be provided within the documents provided using the Track Changes and reviewer comments features of Microsoft Word. Respondents shall submit their response package by email to Vance Rosebush at vance.rosebush@navy.mil in an electronic format that is compatible with Microsoft Office 2016 applications (MS Word and MS Excel), no later than 11:00 am Eastern Standard Time (EST) on 05 March 2021.� Responses shall include the following administrative information as a minimum: 1)�Contractor Name 2)�Commercial And Government Entity (CAGE) Code 3)�Name 4)�Mailing address 5)�Phone number 6)�E-mail address of designated point of contact THIS IS A RFI ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service whatsoever.� Further, the Navy is not currently seeking proposals and will not accept unsolicited proposals.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI will be solely at the interested party�s expense.� Responses in any form are strictly voluntary and are not offers.� The Government is under no obligation to award a contract as a result of this announcement.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the appropriate Government-wide point of entry (GPE) in accordance with FAR Subpart 5.2.� It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Verbal submissions are not acceptable.� Information and materials submitted in response to this request WILL NOT be returned.� Classified material SHALL NOT be submitted. Questions concerning this requirement should be directed to the Contract Specialist, Vance Rosebush, via email vance.rosebush@navy.mil.� Verbal questions will NOT be accepted.� Questions will be answered via an email response.� The Government does not guarantee that questions received after (11:00 am Eastern Standard Time (EST) on 19 February 2021) will be answered.
