- Page 2 of 3 SOURCE SOUGHT NOTICE Dear Prospective Contractor: The U.S. Department of Veterans Affairs Seeks Expressions of Interest for a Construction contract at Miramar National Cemetery This Notice is the first stage of the forthcoming Request for Proposal (RFP) for a Design-Bid-Build Construction Contract for the Phase 2 expansion of the Miramar National Cemetery in San Diego, California. At this time, we are attempting to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) and/or Small Disadvantaged Businesses (SDB) that are capable of meeting this construction requirement Project Location: 5795 Nobel Drive, San Diego, CA 92122-5337 PROJECT DESCRIPTION This project provides for the Phase 2 Development of the Miramar National Cemetery (MNC). The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in Southern California. Located in San Diego County, about 15 miles north of downtown San Diego at the northwest corner of Marine Corps Station Miramar serving a population of approximately 235,000 Veterans in the county. This proposed development will provide an additional 15 years of continued burial service to a veteran population who has been served by this national cemetery since it opened in 2010. This project will develop approximately 20 acres of undeveloped land to provide approximately 27,000 gravesites, including both casket and cremation sites in new burial sections including related infrastructure, new Honor Guard Building, addition to Administrative Building, Maintenance Warehouse renovation and repairs, new covered vehicle parking structure, utilities, irrigation, landscaping, site furnishings, paths/roadways, GPS/GIS, utilities, signage in support of the expansion area, and four (4) add alternates as listed below: Add Alternates are listed in order of priority: Sod in lieu of Seed Add alternate to install sod in lieu of seeded turf area at indicated location per plan. Alternate sodded turf area shall include 4 back of curbs, full turf area at Administration /cortege area, and one strip of sod per turf rotor head, centered on head. (B) Maintenance Complex Staff Building HVAC Remodel Add alternate to replace existing variable refrigerant flow HVAC system with new DX split heat pump HVAC system. Alternate shall include full demolition of existing HVAC components and related electrical and plumbing systems. Provide new high efficiency heat pump DX system with propane gas heat, motorized dampers on louvers and return duct to facilitate enthalpy-based economizer cycle, BACNET compatible Building Control System and thermostats. Also, provide new electrical panel, circuits, from existing panels, conduit and wiring to new equipment and condensation drainage to floor drain. Installation includes a wall mounted fan/louver to the exterior and exhaust flues through the existing roof. Replace the existing propane tank with 2000-gallon tank, provide gas piping underground into Mechanical room. Maintenance Complex will remain occupied and operational during this work. Contractor will be required to coordinate work hours to mitigate interference with staff operations. If this alternate is included in the contract award, the work shall be performed concurrently with the planned addition to the Administration building. (C) Administration Building HVAC Remodel Add alternate to replace existing variable refrigerant flow HVAC system with new DX split heat pump HVAC system. Alternate shall include full demolition of existing HVAC components and related electrical and plumbing systems. Provide new high efficiency heat pump DX system with electric heat, motorized dampers on louvers, outside air intakes, relief air exhausts and return ducts to facilitate enthalpy-based economizer cycle, BACNET compatible Building Control System and thermostat sensors. Also, provide new electrical panel, circuits, conduit and wiring to new equipment and condensation drainage systems. A new 480/277V, 200A panel will be installed to serve the air handlers with electric heat and condensers. HVAC system will not be on the emergency backup power generator. (D) Slurry Seal all existing roadways on site. This project will not include Early Turn Over (ETO) sections. The entire project must be completed within 730 days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition as a Best Value with Tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. SOURCES SOUGHT NOTICE The sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to the sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to the sources sought. Firms interested in submitting their capabilities for this project must include the following information compiled into a Capabilities Package. Please limit responses to fifteen (15) pages no less than 11 pt. font. The Contractor capability package shall include, but not be limited, to the following: Cover letter/introduction that includes company name, address, DUNS Number, point of contact with phone number and e-mail address; Business size determination and qualifying small business status, if a small business; If, applicable, provide evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.va.gov/); If applicable, provide evidence of ability to offer as a small business under NAICS Code 237990 and listing in the System for Award Management (www.beta.SAM.gov), with representations and certifications; Bonding capacity Provide a letter from your surety on surety letterhead that affirms your company s bonding capacity to furnish a bid bond, payment bond, and performance bond for a project between $20-$50 Million. Contractor Capability Statement, which shall include, but not be limited, to the following: Corporate Experience: Valued at approximately $10M or greater in construction costs and; Demonstrate your company s experience constructing or managing the construction of projects that match the following characteristics. VA/NCA National Cemetery projects State/local/private cemetery projects Projects requiring the construction of multiple features typical to a National Cemetery such as pre-cast, placed crypts; columbaria niches, memorial walls, cast or natural stone columbarium caps, cast or natural stone veneers, turf (sod) placement and maintenance, tree and shrub placement and maintenance, irrigation systems with mainlines exceeding 4-inch in diameter, irrigation central control systems, roadways, wetlands/environmental remediation or restoration. Building construction, building remodel, mass/fine grading & excavation, site utilities, paving, new golf courses or expansions, regional parks, multiple sport-fields complexes, or multi-phased land development projects larger than 10 acres. The Capability Statement must describe your experience with as many of the elements of construction identified, below, as you can: Earth Work & Site Utilities The earth work must have been performed in the past five years with projects involving earth work and grading for cemeteries, parks or site development projects of at least 10 acres. Demonstrate experience with potable water distribution from a well, or municipal source Demonstrate experience with storm water management systems and site drainage for flat sites. Demonstrate experience with California SWPPP systems and permits. Demonstrate experience with site utility construction. Paving Paving projects may include private and local asphalt roads; concrete curbs and gutters, asphalt parking lots and concrete sidewalk, on site development projects of at least 10 acres. Paving projects of similar size and scope preferably with experience in State of California road construction. Landscaping Landscaping projects involving planting and lawn installation for cemeteries, parks, golf courses or other similar sites of at least 10 acres in climates similar to San Diego, California. Irrigation The irrigation system installation for cemetery, park or golf course sites of at least 10 acres, including lakes and pumping systems. Precast Concrete Burial Components Demonstrate experience with successful fabrication and installation of precast crypt and precast columbarium, preferably on multiple cemetery projects. Phasing and Continuity of Operations Demonstrate experience with best practices to successfully complete phased site work at an occupied and functioning facility in a way to minimize noise and dust and minimize detrimental effects on cemetery operations. Current Project List: Provide a detailed list of ongoing projects both minor and major; the description shall include project type, award amount and period of performance.
