- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about maintain and Reprogram Security Gates at the Veteran s Affairs Medical Center 432 East 23rd Street New York, NY 10010. The VA is seeking to provide for this requirement as of March 03, 2021. Response due date is 2/12/2021 @10:00AM. The NAICS code identified for this requirement is 561621 Security System Services (except Locksmiths). The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Stacey Fuqua at Stacey.Fuqua@va.gov. - Part of the purpose of this source sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. New York Harbor Healthcare System Reprogram Security Gates Statement of Work REQUIREMENT: Reprogram the sequence of operation for three (3) sets of vehicular security gates and wedge barriers (Gate B, Gate C, and Gate D) during opening and closing to minimize nuisance errors in the security system at the Veteran s Affairs Medical Center. Contractor shall furnish and provide all labor, materials, equipment, and supervision necessary to reprogram vehicular security gates and wedge barriers. The Contractor shall assign the appropriate quantity and type of personnel to successfully complete all functions specified in this SOW within the designated period of performance. LOCATION: Veteran s Affairs Medical Center East 23rd Street, New York, NY 10010. PERIOD OF PERFORMANCE: The period of performance for this contract is March 01,2021-March 31, 2021. Thirty (30) calendar days. HOURS OF COVERAGE-1.0 The hours of work shall take place during the normal business hours of 8:30 AM and 4:00 PM, Monday through Friday, Federal Holidays excluded. Request for weekend, after-hour, and Federal holiday work is permitted with a request in writing submitted beforehand. Federal Holidays and any other day declared a federal holiday by the President of the United States are defined below. New Year s Day Martin Luther King Jr s Day Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Service should be negotiated, during normal hours, at least two weeks in advance with the Engineering Department. QUALIFICATIONS The contractor must have qualified/certified/trained personnel with proof of manufacturer s training of service personnel. The Government reserves the right to accept or reject Contractor s staff for cause. The Contractor shall have a back-up technician in the event the primary technician is unable to perform his/her duties. Firm experienced in the analysis, evaluation, and coordination of the system. Firm must have at a minimum a five (5) year record of successful in-service performance. ACCEPTANCE STANDARDS The Contractor shall be responsible to ensure acceptable performance of vehicular gate and barrier system. The Contractor is responsible to program in accordance with manufacturer s recommendation. Completed work will be to the entire satisfaction of the State and the COR shall be the sole judge as to its acceptability. Any work not acceptable to the COR, shall be immediately, at Contractor s own expense, refashioned to an acceptable level. A written report shall be provided to the VA-COR at the conclusion of the visit describing all work completed on the system. The contractor will always contact the Contracting Officer Representative (COR) Pamela Lee, at 212-686-7500 Ext. 3251 before and after arrival at the site.
