Description
This sources sought notice is for informational purposes only in conducting market research. The 45th Space Wing (45 SW) intends to reacquire services currently provided under the Cape Launch Operations and Infrastructure Support (CLOIS) II contract. The Government anticipates a 90 or 180 day transition period prior to full performance. Acquisition strategy has not yet been determined; market research results will assist the US Space Force in determining whether this requirement can be procured as a small business set-aside. The services called for under this contract support 45 SW mission requirements for space vehicle launches and sustainability of range infrastructure. Locations of service include Cape Canaveral Space Force Station (CCSFS) with limited services at Patrick Space Force Base (PSFB), the Florida Annexes, and Kennedy Space Center (KSC). CCSFS plays a vital role in support of the United States space and missile programs. As a service provider and mission partner on CCSFS, the CLOIS contractor will be required to operate and maintain highly reliable and cost effective infrastructure while seamlessly integrating into the CCSFS launch mission organization. The basic design of the various infrastructure systems was laid out in the 1950s and 1960s with the construction of the first facilities at CCSFS. The Air Force has made significant progress in recapitalizing the existing systems required to support additional facilities, ever-increasing utility demands, and evolving mission requirements. The CLOIS contractor plays an integral role in defining, developing, planning and implementing future CCSFS infrastructure changes. Facilities and critical launch systems include, but are not limited to: communications facilities, offline hazardous and non-hazardous processing facilities, telemetry sites, universal camera sites, critical command and destruct facilities, control centers, laboratories, ordnance storage, electrical sub stations, wastewater treatment facility, hangars, warehouses, administrative facilities, and space launch complexes. Services may include, but are not limited to: launch support, systems/facility preventative, predictive and corrective maintenance, systems/facility upgrades and modifications, plant/facility engineering, work order and service call management, safety engineering, critical systems baselining, configuration management, systems engineering, long-range planning and statements of capability, utility system monitoring and management, facility control systems management/maintenance, HVAC, fire detection and alarm maintenance/repair, electrical, UPS/generators, waste water, water systems, fuel storage, energy and real property management, environmental support and clean-up, design engineering, construction inspection and management, logistics support analysis, cost management, possible complex/facility deactivation support, load testing, special purpose elevator maintenance/repair, crane operation, explosive services, and mission support. Note:� Although the current contract is referred to as CLOIS II, it is the first version of CLOIS to be awarded.� This naming convention is set to distinguish the current contract from the original solicitation, referred to as CLOIS I, which was canceled and re-solicited as CLOIS II.� As a result, the follow-on contract will be referred to as CLOIS III. Incumbent Contract Information: Cape Launch Operations and Infrastructure Support II Contract: FA2521-18-D-0001 Contractor: Arctic Slope Regional Corporation Communications Limited Base Ordering Period: 22 December 2018 - 30 September 2022 Option Ordering Period: 1 Oct 22 � 30 Sep 23 Ceiling Value: $395M Contract Type: Single Award IDIQ, Hybrid (FFP, CPFF, CR) Set Aside:� Small Business Statement of Capabilities (SOC): All interested parties are invited to submit a Statement of Capabilities (SOC) addressing their ability to perform an acquisition of this scope and complexity. Each SOC shall contain two sections. Section I will provide general information and Section II will identify specific experience and capabilities relevant to this acquisition. The applicable North American Industrial Classification System (NAICS) is 561210 with a size standard of $41.5M.� Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVO, WO, and HUBZone small business).� Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort.� The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action.� All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract.� Note that a key factor in determining an acquisition to be a Small Business Set-Aside is compliance with Federal Acquisition Regulation (FAR) Clause 52.219-14, �at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern�. Section I - General Information Each SOC must include the following general information: 1. Company/Team Information: Provide business name, CAGE code, and DUNS number. If SOC is based on performance of a team, formal mentor prot�g�, joint venture, or utilizes primary subcontractors, provide information for all companies. 2. Identify whether your firm is a small business concern, to include any socio-economic status e.g. small disadvantaged business, woman-owned business, 8(a) firm, HUBZone small business, veteran-owned small business or service-disabled veteran owned small business. The Government reserves the right to set aside this acquisition based on the results of this market research, therefore it is imperative that firms respond with the required information so that small business concerns capabilities can be accurately assessed. 3. Provide experience in the form of a table showing relevant work completed or currently being performed. Include contract numbers, project title, project value, points of contact name, phone numbers and email addresses. If the contract is physically complete, include the completion date. 4. DCMA and DCAA points of contact: Provide point of contact names, addresses, phone numbers and email addresses if applicable. 5. Financial Capabilities: Provide a narrative demonstrating your financial capability to perform a contract of this scope. Include information demonstrating your ability to financially support phase in costs and capacity to finance payroll costs for a large workforce. Section II - Experience and Capabilities The CLOIS contractor will perform a variety of services including sustainment engineering, planning, operations and maintenance services for facilities and critical launch systems shown in the attached Operations, Maintenance, Equipment and Utilities list. The capabilities package should be brief and concise, yet clearly demonstrate an ability to perform this level of work. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated. Each SOC should address the following: Program Management - Discuss your capability to manage a program of this magnitude. �Indicate experience in implementing a comprehensive launch processing and readiness process ensuring facilities, systems equipment and utilities were available for mission. Discuss your approach to developing annual Program Management Plans that provide responsive, flexible, integrated, customer-focused services in support of the mission while striving for innovative solutions. Discuss your Financial Management methods and experience in establishing a job ordered cost accounting system to capture the full costs to the final cost objectives using Government provided Maximo (minimum version 6.2). Identify experience reporting final cost objectives for multiple Job Order Numbers (JON) simultaneously. Launch Mission Support - Identify any experience with facilities and infrastructure supporting launch operations. Discuss any previous performance by your company/team in maintaining mission critical facilities. Explosives Services - Explain your experience in receiving, storing, tracking, and transporting explosives. Discuss your involvement in storing explosives for multiple customers. Explain your capabilities and prior involvement with receiving rocket components, testing electronic explosive devices, transporting rocket components to the launch site, assembling and testing/checking the rocket, supporting the launch of the rocket, and post launch/scrub activities. Planned work - Discuss your experience in performing planned work. Planned work is also known as work orders and includes work requiring detailed planning and/or capitalization on the real property records. Planned work is prioritized in accordance with Air Force Instruction (AFI) 32-1001, paragraph 8.1. Generally, planned work complexity requires detailed planning and scheduling but not the utilization of registered engineering or architect design and is estimated using current version of RS Means or equivalent Government approved estimating program. Planned work projects are generally completed between 30 and 90 days. Engineering Services - Explain your experience in developing and implementing System Engineering Management Plans using Institute of Electrical & Electronics Engineers (IEEE) STD 1220-1998 as guidance for the critical systems and facilities. Discuss your capabilities to apply systems engineering to Critical Systems configuration changes and manage, track and control project/program cost, schedule and technical performance during execution the changes. Include narrative addressing your prior use of earned value management. Explain your experience with long range facility and utility infrastructure project planning. Discuss familiarity with the AF sustainment modeling, minor construction and MILCON project development General Instructions: Submit your responses via an Adobe PDF file or an MS Office electronic format.
