Page 2 of 2 SYNOPSIS: INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Network Contracting Officer (NCO8) is conducting a market survey and is seeking potential sources to conduct all necessary support to the Correct Deficiencies at Sterile Processing Service (SPS). This project is to design and construct in accordance with the attached Statement of Work (SOW). Existing SPS areas are not able to consistently maintain the temperature and humidity requirements as established in the VA HVAC Design Manual. These areas have been identified on the Facility Condition Assessment Report, Feasibility Study, and Corrective Action Plans for VISN8 VA Medical Facilities Service, as being deficient, therefore this project is to bring these areas into compliance with the new VHA SPS and HVAC requirements, codes and to correct other deficiencies. The HVAC systems in SPS Processing areas are to comply with PG-18-12 Sterile Processing Service, VHA Directive 1116(2), including monitoring and control of positive and negative relationships between rooms/areas within the project. PROJECT DESCRIPTION: Provide all services including, but not limited to design, construction drawings, labor, materials, tools, equipment, and supervision, necessary to both design and construct the Correct Deficiencies at SPS project, located at the Malcom Randall VA Medical Center (MRVAMC), Gainesville, FL. Included in this project is VA transitional phasing, impact costs (temporary facilities) and transportation necessary to construct the project described below and other specific tasks as further defined by this SOW. The goal of this SOW is to ensure the quality of VA services and facilities while controlling construction and operating costs is responsible to develop a complete and accurate project that best meets the users' needs in compliance with referenced design and construction guidelines, standards and code requirements. This project Correct Deficiencies at SPS (Sterile Processing Service), is to design and construct in accordance with these requirements (See SOW). Existing SPS areas are not able to consistently maintain the temperature and humidity requirements as established in the VA HVAC Design Manual. These areas have been identified on the Facility Condition Assessment Report, Feasibility Study, and Corrective Action Plans for VISN8 VA Medical Facilities Service, as being deficient, therefore this project is to bring these areas into compliance with the new VHA SPS and HVAC requirements, codes and to correct other deficiencies. The HVAC systems in SPS Processing areas are to comply with PG-18-12 Sterile Processing Service, VHA Directive 1116(2), including monitoring and control of positive and negative relationships between rooms/areas within the project. The existing seamless floors are beyond their useful life; there are numerous cracks in the floor which inhibit infection control maintenance. It is anticipated that all flooring material in the project area will be removed to the top of the structural slab and replaced. Note that this will require floor leveling/filling to have level floors and transitions within the project area. Floors shall be level with no ridges or bumps in order to prevent pools of water from forming, creating a slipping hazard and to promote ease of movement of transport carts, case carts, and other wheeled equipment. Decontamination, Scope Processing and Sterilization work areas shall be epoxy based seamless flooring with an integral waterproofing membrane to withstand daily or more frequent cleaning as the application of chemical agents are required. The floor to wall transition shall be coved to 6 inches high to allow proper cleaning in order to preclude growth of microorganisms in the crevices. Floors in the Sterilization and Storage work areas are to be capable of handling heavy weights and heavy traffic pattern of wheeled fully loaded sterilizer carts. Included in the scope is the complete replacement of existing ceiling systems (hard or suspended) in the project area and those ceiling areas affected by the project s installation of ductwork and other utility systems to and from the project area. Complete replacement includes, but not limited to, light fixtures, HVAC air devices, sprinkler heads (additional heads and branches may need to be extended to cover all areas), fire alarm devices, exit lights, pressure monitoring devices, etc. Gypsum board ceilings are not required in the Receiving, Storage, and Dispatch and Staff and Administrative Functional Areas. Suspended 2 x 2 acoustical ceiling systems are permissible in these areas with 2 x 2 flat panel dimmable LED light fixtures. Cart wash equipment and clean/holding area and ante/vestibules leading to/from hard ceiling areas to have suspended ceilings with vinyl coated moisture/mold resistant 5/8 gypsum board 2 x 2 tiles. The following spaces shall have gypsum board (hard) ceilings: Decontamination Area, Scope Processing Area, Preparation and Assembly Area, and Sterilization Area. Hard ceilings shall be constructed of moisture/mold resistant 5/8 gypsum board and finished with a pre-catalyzed water-based epoxy paint system to attain a flush, smooth, non-porous surface. Provide stainless steel gasketed access panels in hard ceilings to allow direct service to mechanical/electrical systems for maintenance purposes; label each access panel to identify the corresponding utility/system. Access panels are required wherever access will be required including junction boxes, valves, actuators/controls etc. and size of the access panel is to be appropriate for the type of access required. Light fixtures shall be flat panel dimmable LED, 2 x 2 , mounted flush with ceiling, gasketed and rated for high moisture areas. Note that a portion of the project area (i.e. existing MSD area) is currently non-sprinkled. Full fire sprinkler coverage is required in the project area in accordance with VA/NFPA requirements. CAPABILITY STATEMENT Respondents shall provide a general capabilities statement in the following information: Section 1: Provide company name, Business Size, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 238990. Section 3: Provide a Statement of Interest in the project. Section 4: Provide the type of work your company has performed in the past in support of the same or similar requirement. Section 5: Vendors may also use this as opportunity to provide specific comments on the initial Draft SOW. If you are providing comments on the Draft PWS, desired format would be in red font with tracked changes for those comments. It is requested that interested contractors submit a response (electronic submission) of no more than 4 single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses shall be submitted via email to the primary point of contact listed below by February 10, 2021. No phone calls will be accepted. The Capabilities Statement submitted in response to this Sources Sought shall not be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories or proceed with full and open competition as other than small business.
