Description
Sources Sought Synopsis Request for Interested Manufacturers for Attached NSN List Subject: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet qualification requirements for repair services and spares production of the Joint Helmet Mounted Cueing System (JHMCS) various components.� See attached list of forty-five (45) NSNs. Item Description: The JHMCS is a multi-service helmet mounted cueing and display system which provides a high off bore sight (HOBS) weapons cueing capability for United States Air Force (USAF), United States Navy (USN), and Foreign Military Sales (FMS) aircraft. The JHMCS is a highly sophisticated and specialized human mounted avionics system. The system gives the user first-look, first-shot, air-to-air, and air-to-ground weapons and sensor cueing that allow eyes out of the cockpit targeting within the visual range arena. Impediment to Competition: The original equipment manufacturer (OEM) for these items is Collins ESA Vision Systems (CEVS), CAGE code 6VSE4. The Government does not own any data, drawings, schematics, or other releasable technical data in support of this requirement. As a result, CEVS is the only known source with adequate knowledge of the JHMCS performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment. Interest: The DLA/AWB Contracting Office intends to award a sole source contract to CEVS for the production and repair of JHMCS components in support of the F-15, F-16, and F/A-18 programs. Other interested parties may identify their interest and capability to respond to the requirement no later than 26 February 2021 by emailing Sharon Allen at sharon.allen.4@us.af.mil and or donna.pallini@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
