- East St. Louis Flood Protection Project � Relief Well Construction CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), St. Louis District, is seeking businesses that are interested in and capable of performing installation of D type relief wells (additional items) for the East St. Louis Flood Protection Project (aka Metro East Sanitary District � MESD) in Madison County, Illinois.� The anticipated contract type will be best value unrestricted firm fixed price.� The anticipated period of performance for this project is 365 consecutive days. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought. PROJECT DESCRIPTION: The work consists of constructing approximately 100 D-type relief wells, testing, well abandonment, localized surface water control during installation, concrete work (concrete drainage ditch repair), fence removal and replacement and establishment of turf.� The work is spread throughout the Metro East Sanitary District (MESD) system� from Granite City, IL to Cahokia, IL adjacent to the Mississippi River with locations near the MESD North Pump Station, East St. Louis Pump Station, and up the southern flank along Prairie du Pont Creek.� The wells are to be constructed of stainless steel riser pipe and well screen sections.� The well screen shall be of the continuous slot, wire-wound design.� The riser pipe roundness, wall thickness, and straightness shall meet ASTM A312 specifications. The screened portion of the well shall be surrounded by a filter pack composed of a washed sand composed of hard, noncarbonated, tough, durable, and uniformly graded particles free from adherent coating.�� Following placement of filter pack materials, the relief wells shall be developed and pump tested for a minimum of two hours to determine the efficiency of the new wells. After each new well has been developed and tested, the annular space above the filter pack shall be backfilled by extending the filter pack a minimum of five feet above the top of screen, sealing with a five foot seal of bentonite pellets or chips. The remainder of the space up to the base of the concrete pad shall be backfilled with concrete grout. CAPABILITY STATEMENT: Please provide a brief capability statement of no more than three (3) pages indicating experience and capability of work that your company has performed as the Prime Contractor in the areas listed below.� Include the total contract dollar value and amount bonded by submitting firm as the Prime Contractor.� Detail what work was self-performed and what percentage of work was subcontracted.� Experience performing under tight timelines in a relatively constrained work site; Experience in drilling and installing relief wells, well development, and pump testing of wells in Mississippi River alluvium or similarly complex substrate. 2.� Experience utilizing a drill rig while maintaining tight construction tolerances in the following listed items: Reverse circulation drilling Remediating encountered obstructions Screen and riser pipe installation Filter pack placement Well development Well pumping test Completion of surface outlet works 3.�� Explain the equipment the contractor would use to perform this type of work shown in the Scope and previous items above.
