- 36C24521Q0204: The intent of these specifications, terms, and conditions, is to describe the service and responsibility of the facilities department of the Veterans Affairs Facility at the Clarksburg VA Medical Center located at 1 Medical Center Drive, Clarksburg, WV 26301. This procurement is currently a 100% Small Business (SB) set-aside. Inspection Services to equipment listed within the solicitation. The firm must be approved under NAICS: 238220. Prospective contractors must be registered and current in the following websites: https://www.vip.vetbiz.gov and www.sam.gov/portal/public/SAM to be eligible for award. Solicitation documents will be available on or about 2/8/21. No telephone inquiries will be answered. JOHNSON VETERANS AFFAIRS MEDICAL CENTER SCOPE OF WORK DA & Condensate Tank Inspection General intention: It is the General intention of the Louis A. Johnson VAMC Clarksburg WV to obtain contractor services to perform NDT Services on 2 Condensate Tanks & 1 DA Tank UT testing will be performed on all 3 tanks and a Wet Particle test will be performed on all joints in the DA Tank. The DA and Condensate Tanks are located in the boiler plant of building seven, Louis A. Johnson VAMC Clarksburg WV. 2. Qualifications of Contractors: A. In accordance with VA Directive 1810 (1), Appendix B, a Qualified Professional Inspector (QPI) is required. A QPI is any one or combination of the following: (1) A boiler inspector who has a valid and current certificate from the National Board of Boiler and Pressure Vessel Inspectors; (2) A boiler inspector who has qualified for licensure by passing a written examination under the laws, rules, and regulations of a jurisdiction of the State and holds a current State license; (3) A boiler inspector who is currently employed as a boiler inspector/testing by a jurisdiction that has adopted and administers one or more sections of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as a legal requirement, and has a representative serving as a member of the ASME Conference Committee; or (4) A boiler inspector who is currently employed by an insurance company that has been licensed or registered by the appropriate authority of a State to write boiler and pressure vessel insurance. B. Vendor shall meet the following requirement: Qualified Third Party Review. A qualified third-party review means the utilization of a vendor that has documented knowledge and experience in the design and construction of boiler plants and VA s standards for construction and testing of safety devices, http://vaww.ceosh.med.va.gov/01HE/Pages/ST_Boiler.plants.shtml C. Vendor will be evaluated by the following: Selections of contractors for plant services including boiler inspections, burner adjustments, testing of safety devices, calibration of instruments, and monitoring of water treatment must be based on quality of work and experience as the first priorities. D. In addition, the individual shall have demonstrated experience in conducting equipment assessments and performing testing in compliance with the VA safety device testing manual on at least 5 sites within the past 3 years. E. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910. 3. Summary of work & material requirements: Contractor Will perform NDT Testing on 3 Tanks. All three tanks will be Ultrasonic testing (UT) and the DA Tank will need Wet Particle testing of all welded joints. Condensate tanks will remain online for UT testing the DA tank will be tagged out of service, drained and cooled prior to inspector s arrival. Only materials specified within this SOW are acceptable. No substitute will be acceptable. B. Contractor will clean up and dispose of any unused or waste material at the completion of service. Delivery: Louis A. Johnson VAMC 1 Medical Center Drive Clarksburg, WV 26301-4199 5. Scheduling equipment downtime: The Louis A. Johnson VAMC boiler system is considered a mission essential system. Disruption of the boiler system will be minimized by restricting equipment outages. Equipment outage schedules will be at the sole discretion of the Louis A. Johnson VAMC contracting officer or technical representative.
