- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). NAVSUP Fleet Logistics Center Norfolk � Philadelphia Office intends to Award of a firm fixed price (FFP) contract on a sole-source basis to Boston Consulting Group (BCG) for the provision of business and technical analysis in support of OASN FM and C reform efforts to identify and eliminate duplicative Financial Management (FM) functions across the Department of the Navy (DON), drive operational improvement of Navy ERP�s support service centers, and modernize and consolidate DON�s financial system landscape. The current work is supported under order HQ003420F0485 under BPA HQ003416A 0003. This is a sole source requirement. Only a quote from Boston Consulting Group will be accepted. The NAICS code is 541611 and the Small Business Standard is $16.5 million. The RFQ number is N00189-20-Q-Z081. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Publication Notice 20150803. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. BCG is the only company capable of meeting the requirement. See attached J and A. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/SAM/. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to the submittal of their proposal. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your proposal. Quoters shall email all quotes to Stephanie Murphy at Stephanie.m.murphy@navy.mil by the time and date specified in the solicitation.
