- Product Service Code (PSC): Z1DA NAICS: 236220 Small Business Size Standard: $39.5M Magnitude Range of Construction: $5,000,000.00 to $10,000,000.00 Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) concern under 38 U.S.C 8127 (d). The Memphis Veterans Affairs (VA) Medical Center in Memphis, TN requires a healthcare construction contractor to provide all labor, material, equipment, and expert supervision needed to correct plumbing, piping, and replace fixtures in three campus facilities per the project statement of work, specifications, and drawings. Work shall include site utilities, infrastructure, and the coordination of multiple trades such as plumbing, mechanical, electrical, and other related construction disciplines. All work shall be per the project Statement of Work, specifications, and drawings. Asbestos abatement is anticipated and surveys will be provided in the specifications attached to the solicitation. The VA is seeking SDVOSB contractors with healthcare construction experience and with past performance project magnitudes of $5,000,000.00 or more in alteration, repair, and/or renovation of similarly completed projects over the past 5 years as of the date of the solicitation posting. Interested parties must have experience with coordination of multiple trades working in a hospital environment during normal business operations and hours. Construction will take place in a medical environment and the contractor shall take into consideration infection control, demolition noise, environmental dust control, and other specialized facility requirements as applicable. Using the available space, it may be necessary to phase parts of the installation as indicated by the contract specifications. The hospital shall remain in continuous operation at all times and any utility interruptions shall be planned and approved in advance and executed as required, to minimize disruptions. The contractor will need to provide appropriate key personnel, certifications, and plans as outlined in the solicitation instructions and specifications. This acquisition is anticipated to be conducted per FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process, and will be awarded to one contractor. Though this pre-solicitation notice has a Response Date/Time, responses are not required. This is a notice to alert all interested parties that a formal solicitation will be issued. Responses are not required for this notice and the VA will not maintain a list of interested firms. It is the prospective offeror's responsibility to monitor this site for the release of any changes or updates to this announcement. No questions will be entertained until the solicitation is released, on or around March 23, 2021.
