The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� INL�s Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. �INL/AME and INL personnel in-country administer U.S. government assistance to the East and Southern African criminal justice sector, including its police and justice institutions.� The purpose of this Personal Services Contract is to fill the new position of INL Coordinator at the U.S. Embassy Maputo, Mozambique. �The INL Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well work with INL/AME to develop and manage programming activities. �The INL Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, rule of law, and administration of justice, corrections), as well as with host government contacts. �The INL Coordinator will monitor INL programs throughout East and Southern Africa, analyzing their effectiveness and suggesting improvements. �The INL Coordinator will present these approaches to INL/AME for discussion and approval. � PURPOSE The INL Coordinator will develop, implement, and oversee regional INL programs in East and Southern Africa. � �The INL Coordinator will help oversee all management aspects of the program to include training, funding, equipment accountability, implementer performance, and other duties as assigned. �The INL Coordinator will also provide internal control and accountability for the delivery of equipment, technical assistance, training, and other assistance to various East and Southern African governments. �The INL Coordinator must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment. � RELATIONSHIP The INL Coordinator will report to the Deputy Chief of Mission or his/her designate at U.S. Embassy Maputo. �S/he also will receive additional guidance from and liaise/coordinate with the INL staff in Washington, D.C.� The Deputy Chief of Mission, or his/her designate, in Embassy Maputo will provide yearly performance reviews to the relevant INL/AME Team Lead in Washington, D.C. to contribute to the candidate�s official yearly performance review. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL/AME Team Lead or his/her designee, the INL Coordinator will perform the following duties: ��� �Identifies potential program efforts and areas of development for future programs that will fulfill INL�s goals and objectives. � ��� �Evaluates and advises Mission leadership on the performance of East and Southern African agencies and implementing partners operating in conjunction with INL assets and resources to evaluate and recommend the need for future programs. � ��� �Works with East and Southern African officials to determine how best to develop institutions that enhance their criminal justice sectors, including the police, the judiciary, the corrections system, and civil society. �Generates support for and actively advances U.S. policy objectives with key officials, influential organizations, the media, and leaders in the private sector. � ��� �Liaises with and assists the various East and Southern African law enforcement agencies in developing viable capacity-building projects ��� �Coordinates law enforcement trainings in Mozambique and for the other U.S. Embassies in the region. ��� �Acts as liaison between East and Southern African criminal justice entities and other components of the U.S. Missions. � ��� �Maintains the necessary professional and social relationships with East and Southern African criminal justice sector officials to ensure close, cooperative working relationships. � ��� �Assists in the preparation of such reporting as the annual budget request for International Narcotics Control and Law Enforcement (INCLE) funds and the Mission Resource Request. �Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc). �Helps administer and monitor the expenditure of funds provided to implementers. �Prepares program documentation and procurement requirements for assistance projects. �Helps prepare regular reporting, as well as monthly status reports to INL/AME. � ��� �Analyzes and reports on law enforcement and justice sector developments in East and Southern Africa, ensuring that the U.S. Government is fully informed on the capabilities, capacity, performance, and opportunities with regard to all elements of East Africa�s criminal justice sectors. � ��� �Briefs Department, Congressional, and other international dignitaries orally and in writing on the INL-funded transnational organized crime programs in East and Southern Africa. �Prepares documents for presentation to the U.S. Congress. �Develops appropriate itinerary and accommodates official travelers, as necessary. � ��� �Ensures that INL is effective in channeling and coordinating INL assistance to East and Southern African governments. � ��� �Establishes and maintains appropriate internal management control systems. �Ensures that INL programs are not subject to waste, fraud, or mismanagement. �Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes. � ��� �Provides analysis and guidance in project budget preparation, and program planning. ��� �Conducts senior-level field surveys, evaluations, and special studies, as directed. ��� �When required, perform the role of Duty Officer. ��� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative �(PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within �the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post. � 4.�� �If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Maputo, Mozambique. PSC will frequently travel and work elsewhere in East and Southern Africa, to include but not limited to Tanzania, Seychelles, Madagascar, South Africa, as circumstances dictate and allow.� RELATIONSHIP The INL Coordinator will report to the Deputy Chief of Mission or his/her designate at U.S. Embassy Maputo. �S/he also will receive additional guidance from and liaise/coordinate with the INL staff in Washington, D.C.� The Deputy Chief of Mission, or his/her designate, in Embassy Maputo will provide yearly performance reviews to the relevant INL/AME Team Lead in Washington, D.C. to contribute to the candidate�s official yearly performance review. COMPLEXITY The work involves managing and providing technical expertise on a number of different assignments to various offices and stakeholders. �The ability to perform complex analysis and communicate well is essential in coordinating with other agencies/governments active in the fields of criminal justice sector reform, rule of law, and administration of justice, as well as with host government contacts. � SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in East and Southern Africa, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions MINIMUM QUALIFICATION ��� �U.S. citizenship, and able to obtain/maintain Department of State Top Secret Clearance and medical clearances, may start with an Interim Top-Secret Clearance. � ��� �Bachelor�s degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. ��� �Demonstrated Seven (7) years of experience drafting highly complex, analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. ��� �Demonstrated Seven (7) years of experience managing international development programs, to include design, monitoring and evaluation of programs, preferably in-country/in the field. ��� �Demonstrated experience working within international development programs, which may include developing INL criminal justice and security sector training programs and supplemental curriculums. � ��� �Demonstrated experience working effectively within an embassy setting and with host-nation counterparts, departments, and ministries to further U.S. program objectives and to communicate any issues in a timely and concise manner. ��� �Substantive knowledge and experience within Africa of rule of law or law enforcement programs. ��� �Previous substantial experience in East or Southern Africa, which may include experience managing INL assistance programs and training law enforcement and/or judicial actors.� ��� �Previous experience working for the Department of State and managing INL assistance programs in Africa. ��� �Graduate degree from an accredited institution, in the area of law, international development, international affairs, political science, or a related field. ��� �Proficiency in French or Portuguese.� EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Responses must be limited to 500 words per factor. Any additional words above the limit will neither be read nor scored. Factor 1:�� �Program Management �� ��� ��� �(30 percent) Demonstrated experience in program management, especially in international programs involving multiple agencies that include foreign government entities; to include experience involving analytical, planning, management, advisory, operational, or evaluative duties. Factor 2:�� �International Experience �� ��� ��� �(30 percent)� Demonstrated experience managing international programs (preferably in East or Southern Africa); to include ability to live, work, and travel in difficult conditions with limited support, manage programs in a complex and fluid environment, and show good judgment in challenging security situations.� Factor 3:�� �Communication �� ��� ��� ��� �(10 percent) Ability to communicate effectively, both orally and in writing, in a timely and concise manner, and to interact effectively with others at all levels, in order to prepare, �analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines, and advise program officials. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 30� Factor #2 � 30 Factor #3 � 10� Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 to $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
