Description
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $12,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide a long range/high angle marksmanship course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. Provide advanced mobility training to prepare personnel for upcoming deployments. This outsourced training will include every aspect of long range and high angle marksmanship for military operations.. The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements Small Arms Marksmanship instructors shall be able to assess, develop, refine and enhance basic performance levels of small arms marksmanship. All instructors shall have experience training to and executing advanced marksmanship abilities with the M4, Mk17, mk20, m2010 or newer weapon system in permissive and non-permissive terrain. Primary, secondary and tertiary instructors shall have verifiable experience performing marksmanship as a ranked world class level, instructor lead at an accredited special operation small arms shooting school (e.g. SFAUC),� or a minimum of 5-years instructing JSOC operators.� Special Tactics operational Tactics, Techniques, and Procedures (TTPs) are dynamic in nature, and training must continuously evolve and be refined in order to stay current with the battlefield threat level and terrain. This level of experience ensures that the contractor is capable of providing a fluid curriculum which is responsive to emergent requirements. Primary, secondary and tertiary instructors shall have a minimum of 5-years leading and instructing SOF operators IAW 4.2.1 requirements in order to ensure relatable experience examples, terms, and training style.�� Secondary instructors shall be experienced with the discipline being trained and provide useful input and instruction to enhance training to the standards in this PWS. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities for each student. Instructors shall provide instruction on Advanced Marksmanship Fundamentals that provides students with progressive and increasingly difficult training scenarios and operating skills. Instructors shall break down the training curriculum into separate subjects and key skill demonstrations /execution evolutions in order to better observe the students, provide guidance, and critique student execution. Facilities Requirements The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 15 miles of range the location. Shooting range shall allow use of military automatic firearms with calibers between 5.56 and 7.62. Range must allow for dynamic movements to the front, rear, left and right. Contractor�s range shall possess ability to conduct shooting while dismounting a vehicle while engaging steel targets. The shooting range shall possess barricades with remotely activated steel targets and the ability to maneuver on that range. The shooting range shall utilize moving steel targets. The contractor�s chosen location shall have available DoD Compliant Arms, Ammunition Storage Rooms, Magazines and Bunkers IAW the DoD 5100.76-M (Physical Security Manual). The contractors range shall provide the ability to shoot 600-1400 meters. The contractor shall be able to facilitate course of instruction for a minimum of 44 personnel.� Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event. Contractor Materials Requirement Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. The contractor shall provide: All target materials including, but not limited to paper re-faces, specialty target arrays/systems like pneumatic (or similar technology) resetting steel targets, barriers/blockades/vehicles to move around and inside. The contractor shall provide all weapons, ammunition, supplies and materials to be used by instructors during training. NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 1200. CST, 19 February 2021.
