- 1.0 BACKGROUND The United States Coast Guard (USCG), Acquisition Directorate, Long Range Surveillance Program Office, COMDT (CG-9311) has a requirement to procure nine (9) ELTA AN/APY-11 specific Multi-Mode Radar (MMR) systems for installation on each USCG HC-130J production aircraft. The ELTA AN/APY-11 radar system is the standardized MMR for the Minotaur Mission System Suite (MSS+) designed by the United States Navy (USN), which has been adopted by the USCG for use on the HC-130J platform. The LRS Program Office (CG-9311) has a Program of Record of 22 HC-130J aircraft with the requirement to outfit the entire HC-130J fleet with the ELTA AN/APY-11 specific MMR system for continuity. The USCG HC-130J fleet currently has 17 total MMR systems ordered; 14 of which are installed as part of the MSS+ and three (3) on order.� 2.0 SCOPE This Statement of Work (SOW) lists the requirements to procure nine (9) ELTA AN/APY-11 specific MMR systems. �The new ELTA AN/APY-11 specific MMRs must be delivered to the USCG in a ready-for-issue condition. �This SOW will provide the minimum acceptable technical and performance requirements that the nine (9) new ELTA AN/APY-11 specific MMR must fall within. 3.0 PERIOD OF PERFORMANCE AND PARTS NEED DATE The period of performance is from contract award to 30 April 2027 or until all deliverables detailed within the SOW have been delivered.� The period of performance end date may end prior to 30 April 2027 dependent upon the execution of options and the agreed upon delivery schedule of the nine (9) ELTA AN/APY-11 specific MMR systems, to be discussed at a later date with the Contractor and Government 4.0 REQUIREMENTS The Contractor must provide upon award, nine (9) new ELTA AN/APY-11 specific MMR systems as listed below in Table 1.0. The requirements listed below are required in order to maintain the capability to adequately support all USCG missions for the HC130-J fleet.� 4.1. The parts listed comprise of and are required for the ELTA AN/APY-11 specific MMR systems. The MMR trays and adapter plate will be placed on separate Contract Line Items (CLINs) to allow for early delivery and payment to the Contractor.� 4.2. The parts numbers and associated quantities listed represent the components for the ELTA AN/APY-11 specific MMR system. The Contractor must deliver the ELTA AN/APY-11 specific MMR, with applicable parts. ELTA AN/APY-11 specific MMR must be delivered to the address in Section 5.0 of this RFI. 4.3 � The specifications from the components listed are manufactured by ELTA, the Original Equipment Manufacturer (OEM). The original certification documentation from the OEM for the ELTA AN/APY-11 specific MMR must be included at time of shipment. � Table 1.0 Required Parts List -SEE ATACHED SOW 5.0 PACKAGING/SHIPPING/DELIVERY All parts listed in Section 4.0 must be delivered within 12 months following the purchase of each MMR system, unless otherwise agreed to by the USCG Contracting Officer (KO) via a bilateral agreement.� 5.1. LRU AND COMPONENT PACKAGING 5.1.1 �The USCG and Contractor must be responsible for all packaging at their respective point of origin. 5.1.2 �Each party must preserve, package, pack and mark all items.� 5.1.3 �Hardware may be packaged in bulk quantities in accordance with ASTM D3951-95 or ATA 300 practices and in accordance with current Contractor practice.� 5.2. SHIPPING DAMAGES 5.2.1 �The Contractor must notify the Contracting Officer�s Representative (COR) immediately upon identification of potential shipping damages.� 5.2.2 �Any instance of a shipping damage will be evaluated on a case-by-case basis.� 5.2.3 �The Contracting Officer will issue any final decision (subject to the Disputes clause) regarding shipping damages.� 5.2.4 �The Government will provide storage (in an environment no less than the Government would utilize for its own inventory).� 5.3. GOVERNMENT ACCEPTANCE PERIOD 5.3.1 The COR has the right to reject and/or require correction of any defects or damage found in the deliverables. 5.3.2 In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. 5.3.3 The COR will have seven (7) business days to inspect, approve, or reject the deliverables, and document discrepancies, as necessary. 5.3.4 The Contractor must fix, repair, or otherwise return the deliverable to the USCG in Ready for Issue (RFI) condition, correcting all documented discrepancies by the COR within 30 business days. 5.4. SHIPPING ADDRESS The ELTA AN/APY-11 specific MMR must be shipped to the following address: � Commanding Officer USCG Aviation Logistics Center (ALC)� Receiving Section Bldg 63 Elizabeth City, NC 27909-5001 ATTN: Justin Merritt 6.0 WARRANTY The Government requires a twelve (12) month warranty period after ELTA AN/APY-11 specific MMR system installation. The standard commercial warranty provided for these systems is acceptable. 7.0 TRAVEL No travel is required for this effort. This SOW is for the manufacture and delivery of material only.� 8.0 PROTECTION OF INFORMATION The Contractor will have access to proprietary information to complete this tasking. Contractor employees must safeguard proprietary information against unauthorized disclosure or dissemination in accordance with the law and United States Government policy and regulation.� 9.0 ADDITIONAL INFORMATION 9.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP.
