Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing construction services for Design-Bid-Build, Repair UH B530, NAS Oceana, Virginia Beach, VA. All service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and small businesses are encouraged to respond. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. Upon review of industry responses to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government�s best interest.� Large business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Project Description: This project will completely repair Unaccompanied Housing Building 530 at Naval Air Station Oceana in Virginia Beach, VA. Building 530, a 63,268 square-foot, four-story (three above grade and one below grade) structure was constructed in July 1958 and the current requirements are 264 enlisted personnel in 132 bedrooms. Interior renovations include the following: Repairing berthing spaces to meet current standards; Repair of living space area including replacement of cabinets, built-in oven and food-prep areas, replacing flooring, providing built in closets, providing room signage, repairing and painting interior walls and ceilings, and replacement of all bathroom finishes, fixtures, and accessories. Other renovations to the following spaces include:� Administrative spaces: Renovation including replacement of carpet, interior finishes, painting. Public restrooms: renovation includes new interior finishes, painting, and replacement of all plumbing fixtures and toilet accessories. Kitchen: renovate existing first floor kitchen completely, convert second and third floor kitchens into media game and entertainment spaces.� The laundry rooms on every floor need to be retiled and repainted. Washers and dryers to be provided with FFE. Built in hanging bars and tables to be provided. Lounges:� Renovated with new carpet, paint, and interior finishes. Exterior renovations include: Anti-terrorism/Force Protection (ATFP) retrofits as required to meet ATFP Standards; Repairing structural deficiencies as required, including repair to damaged areas of existing exterior walls constructed of Exterior Insulation Finish System-EIFS; Clean entire exterior of building and provide a new finish coat over the entire EIFS wall surface; Replace all exterior doors and windows, frames and hardware. Paint/prime all doors, frames, and exterior metal structures such as rails, columns, etc.; Repair existing exterior stairwells to correct damaged concrete and provide non-slip tread surfaces.� Replace complete building HVAC systems includes replacing nonfunctioning existing heat pump and air handler systems to meet current functional/efficiency requirements. Replacement includes both heating and cooling systems, DDC controls and exhaust systems and all associated infrastructure. Repair the complete building electrical system, which includes repairing building electrical system to comply with current codes, replacing interior lighting, and repairing exterior building lighting. Work includes replacing electrical distribution equipment, electrical distribution feeders, mechanical feeders, branch wiring, light fixtures, communications and security wiring, and all associated infrastructure. Replace complete building plumbing system, which includes replacing existing domestic water as well as drain, waste and vent (DWV) system piping and associated infrastructure within the facility. Replace existing plumbing fixtures. Replace the entire fire sprinkler system with a new wet-pipe sprinkler system and electric fire pump and all associated infrastructure. Replace the obsolete zoned fire alarm system with a completely new addressable voice evacuation fire alarm / mass notification (FAMN) system. Replace complete building roofing systems, gutter and downspout systems.� Site work includes repairing storm water infrastructure and grading around/adjacent to building 530 to correct drainage/flooding problems. Repairing sidewalks and other pavements servicing the building, and landscaping as required around the building. Project includes demolition as part of systems replacement/repairs/renovations, HAZMAT�abatement, and mold remediation as required. ��������� The procurement method to be utilized is Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The primary North American Industry Classification System (NAICS) Code for this procurement is 236220 Commercial and Institutional Building Construction with a size standard of $39.5M. In accordance with DFARS 236.204(ii), the magnitude of construction for this project is between $25,000,000 and $100,000,000. Interested small business contractors must be able to comply with FAR Clause 52.219-14, Limitation on Subcontracting, which limits the amount of work performed by subcontractors.� Specifically, as the prime contractor, your company must perform at least 15% of the cost of the contract, not including the cost of materials, with your own employees.� If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice. It is requested that interested small businesses submit to the Contracting Officer a capabilities statement package, to include the NAVFAC Sources Sought Contractor Information Form and Sources Sought Construction Experience Project Data Form provided as attachments to this notice in order to demonstrate the ability to perform the services described. For each of the submitted relevant projects (a maximum of five projects), ensure that the form is completed in its entirety for each project and limited to two pages per project.� Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. The Sources Sought Project Information Form shall be used to document a minimum of two (2) and a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects (similar in size, scope, and complexity to the RFP). Projects submitted for the Offeror must have been completed within seven (7) years prior to the date of submission. A relevant project is further defined as: Size: Facility of at least 40,000 total square feet and final construction cost of $25,000,000 or greater. Scope/Complexity: Comprehensive, whole building (interior and exterior) renovation of multi-story (minimum of two stories) facility that includes the following: � � � � � � a) Building envelope repairs; and � � � � � � b) Comprehensive plumbing, mechanical, and electrical renovation. A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit�the work performed under a task order as a project. *Ensure that the project description clearly identifies whether the project is a renovation or new construction, provides the square footage, and addresses how the project meets the scope/complexity requirements. Please note that if you are responding as an 8(a) Mentor-Prot�g�, you must indicate the percentage of work to be performed by the prot�g�. A copy of the SBA letter stating that your 8(a) Mentor-Prot�g� agreement has been approved would be required with your proposal, if requested. The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services as applicable.
