THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE-SOURCE, FOLLOW-ON, BRIDGE CONTRACT TO M1 SUPPORT SERVICES, LP (M1)�TO PROVIDE HELICOPTER�MAINTENANCE SERVICES�IN SUPPORT OF THE 58TH SPECIAL OPERATIONS WING (SOW). The Air Force Installation Contracting Center (AFICC) - 338th ESS, JBSA-Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price bridge contract on a sole source basis to M1�under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will include a 1-month base period and five,�1-month option periods from 1 Apr 21�� 30 Sep 21. The award will include�FAR 52.217-8, Option to Extend Services clause to provide the flexibility to extend the length of the contract should the need arise. The anticipated award for a bridge contract to M1�requires the contractor to perform ""full-spectrum,"" ""turn-key"" maintenance operations, to include: organizational level maintenance, repairs, scheduled and unscheduled maintenance, scheduled inspections, Time Compliance Technical Orders (TCTOs), Time Change Items (TCls) and One Time Inspections (OTls), Plans, Scheduling and Documentation (PS&D), and fleet time management; launch, recover, inspect, maintain, repair, and provide Functional Check Flight/Operational Check Flight (FCF/OCF) crews for all unit-assigned UH-lN and HH-600 helicopters, associated engines, and mission support equipment in order to meet the flight-crew training mission and Search and Recovery (SAR) operations of the 512th Rescue Squadron (512 RQS) located at KAFB; provide FCF/OCF crews for CV-22 aircraft to support the 71st Special Operations Squadron (71 SOS) flying mission located at KAFB; provide maintenance support services to include, but not limited to: aircraft ground handling, launch and recovery, pre-flight/thru-flight/basic post flight, periodic/phase inspections, quality control, assistance with aircraft crash recovery, and off-station recovery support; Manage approximately 280 E-Tools (ruggedized laptops) used by the Service Provider (SP) to support maintenance on UH-lN, HH-60G and HH-60W and the 58th Maintenance Group (58 MXG) to provide organizational and intermediate level support for UH-IN, HH-60G, HH-60W and MC/HC-130. The award of a contract to replace the Kirtland Helicopter Maintenance contract FA300215C0004 is in process. A bridge contract is necessary to continue this critical requirement and continue to meet the USAF 58th SOW�mission�until such a time that performance on the new contract can begin. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the government's requirement to the Contracting Officer not later than 2:00 PM CT (Central Time) on 23�Feb 21.
