REQUEST FOR COMMENTS ON DRAFT SOLICITATION DOCUMENTS, SMALL ROCKET PROGRAM ORBITAL, TACTICALLY RESPONSIVE LAUNCH MISSIONS 3 AND 4 The United States Space Force (USSF) is seeking interested industry�s feedback on the Small Rocket Program Orbital (SRP-O), Tactically Responsive Launch(TacRL) missions 3&4 draft Combined Synopsis/Solicitation (CS/S) documents attached to this posting. �The anticipated contracts will be FFP and will be awarded utilizing FAR 13.5.� The Program Office will consider incorporating industry feedback that improves the quality of the final request for proposal (RFP). Following the Government�s review of industry comments, the Government may also conduct virtual one-on-ones to go over those comments.� Below is some information about the potential upcoming missions.� This notice is requesting comments on the draft documents only.� This is not the request for proposal. The USSF, Space and Missile Systems Center (SMC), anticipates the award of two (2) Small Rocket Program�Orbital (SRP-O) Firm Fixed Price contract(s) to provide orbital launch services in support of two Tactically Responsive Launch (TacRL) mission requirements as a result of this solicitation. Offerors may submit a proposal for TacRL-3 only, TacRL-4 only, or for each. The primary purpose of this acquisition is to provide orbital launch services for delivering payloads in support of the SMC, Launch Enterprise (ECL), Small Launch and Targets Division (ECLX) Rocket Systems Launch Program (RSLP). The TacRL-3/4 missions consist of two vehicles per mission (four vehicles total across both missions). All four vehicles are identical. The TacRL Space Vehicle (SV) manifest requires a dedicated or a primary launch service. A primary launch service is defined as one in which RSLP directs the launch date and orbit, however, the launch solution�s excess capacity may be filled with Other Government Agency (OGA) Rideshare SV(s) and/or Commercial Rideshare SV(s). A dedicated launch service is defined as one which RSLP is the sole payload provider. The initial launch capability (ILC) dates are 30 April 2022 and 28 Feb 2023 for TacRL-3 & 4, respectively. TacRL-3 & 4 are Mission Assurance (MA) Category 1 launch services, Firm-Fixed Price, SRP-O separate contracts. Technical details for all four vehicles are still in development and subject to change. Current mass and volume estimates and orbital parameters are included in this notice. Further details and refinements will be provided in a future/final notice. The TacRL-3/4 Bidder's Library will be available in a future/final notice, by request only. Foreign firms are advised they will not be allowed to participate in this acquisition at the prime contractor level. Please be aware that in accordance with FAR 9.104-1(a) a contractor must have adequate financial resources to perform the contract, or the ability to obtain them. �In accordance with FAR 9.104-1(g), the Offeror must, at a minimum, comply with the U.S. Commercial Provider definition in accordance with the Commercial Space Act of 1998, Title II Public Law 105-303. Upon Final RFP release, the Offeror must provide supporting documentation and a statement within their proposal attesting to how the Offeror meets the requirements of a U.S. Commercial Provider. Please see Draft Combined Synopsis/Solicitation (CS/S) for additional details. All responses and questions related to this request for feedback shall be submitted to all of the email addresses below and shall include the contact information of the requestor (name, company, email address and phone number of primary and alternate contact). A Comment Resolution Matrix (CRM) has been provided for offeror use in their response. Please include a primary and secondary company POC that can provide clarification if necessary. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
