- NOTIFICATION OF UPCOMING DRAFT REQUEST FOR PROPOSAL FOR SMALL ROCKET PROGRAM -ORBITAL (SRP-0) TACTICALLY RESPONSIVE LAUNCH MISSIONS 3 AND 4 (TAC RL 3&4) The purpose of this notice is to notify interested parties of the upcoming release of Draft RFP documents for two Small Rocket Program-Orbital (SRP-O) missions, Tactically Responsive Launches 3&4 (TacRL-3 and TacRL-4), for industry comment. �SRP-O missions are for small launch services, 0-400 lbs to Low Earth Orbit (LEO).� The United States Space Force (USSF) will be posting these draft documents for interested parties� feedback in early January 2021. The Program Office will consider incorporating industry feedback that improves the quality of the Final RFP.� Please submit questions, if any, to the contacts identified in this posting; please proved comments and questions by email due to current telework environment. The USSF, Space and Missile Systems Center (SMC), anticipates the competitive award of two (2) Small Rocket Program�Orbital (SPR-O) Firm Fixed Price contract(s) to provide orbital launch services in support of the TacRL mission requirements. Offerors will be able to submit proposals in accordance with FAR 13.5 for TacRL-3 only, TacRL-4 only, or both. The primary purpose of this acquisition will be to provide orbital launch services for delivering payloads in support of the SMC, Launch Enterprise (ECL), Small Launch and Targets Division (ECLX) Rocket Systems Launch Program (RSLP). Notional Mission Information will be provided with the draft documents expected to be posted on or around the first week of January 2021.� This notification provides a reference number for future, related postings to facilitate timely comments from industry.� Launch service providers must be US companies; primary or dedicated launches are anticipated to be required. This is not a small business set-aside; however, responses from small and disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees.
