��� Advertisement ��������������������������������������������������������� GSA Public Buildings Service U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Texas City: El Paso Required Sq. Ft. (ABOA): 8,465 Space Type: Office Total Parking Spaces (Surface/Structured): 30 secure, surface parking spaces (See below for additional details) Full Term: 17 Years Firm Term: 15 Years Additional Requirements: Building/Space Layout: GSA will only consider existing buildings. Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer.� If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy modernization, or adaptive reuse for the space with modern conveniences. Offered space cannot be located near agencies providing probation and/or parole services, halfway houses, drug abuse counseling/rehab programs, and similar social agencies and welfare type programs as well as private law firms representing drug offenders. Offered building entrances/exits cannot be located within 1,000 feet of a Drug-free zone or 1,000 walkable feet from of school/park/day-care facility. Offered space cannot be collocated with other Federal, State, local government agencies or private firms whose primary clientele have ties or are involved to criminal elements. Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space. ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. First (1st) floor space will be considered in a multi-tenant building if the other tenants are not retail and do not cater to heavy public use or heavy foot/vehicle traffic. Contiguous space on a single floor preferred; space on adjoining floors will be considered. Security Standard Level III and ALL security requirements and approvals are to be determined by GSA. A fully serviced lease is required. Normal Hours of Operation: 7:00 AM � 7:00 PM M-F; offered space must be accessible 24/7. If offered space is located in a multi-story building, then building must be equipped with a minimum of two (2) accessible elevators that serve the proposed floor. One of the accessible elevators may be a freight elevator. Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease.� The building must be able to comply with the Architectural Barriers Act Accessibility Standards (ABAAS) and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Offered buildings and offered space will be evaluated by agency security team for acceptability. Offered building must allow roof top rights for antennas. Daytime cleaning is required. Lessor shall comply with additional COVID-19 routine cleaning and disinfection in the facility/building. Other typical and special requirements as called for in the Request for ��Lease Proposal (RLP) package. Other: Secured and fenced parking, with an automatic vehicular gate that allows for the maneuvering of large government vehicles is required for all government vehicles (GOV�s) in accordance with the agencies parking requirements. (Note: GSA reserves the right to review for approval all proposed parking options offered; to include the fence materials and gate mechanisms and specifications being proposed). �Not all minimum requirements are reflected in this advertisement. Expression of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration.� All submissions should include the following information: Name of owner; Age of building; Total existing gross square feet, and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of proposed space; Identification of on-site parking; Address or described location of building; Location on map demonstrating the building lies within the delineated area; FEMA map evidencing that the property lies outside the 100-year floodplain; A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; Evidence of ownership, if building submitted by owner.� Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and Any information related to title issues, easements, or restrictions on the use of the building. Photographs of the property from all sides and the area/neighborhood surrounding the building. Delineated Area: Submitted properties must be located within the following delineated area:� North: N Mesa Street East: N Mesa Street South: Executive Center Boulevard West: I-10 (Properties fronting any of the below roads are considered to be within the delineated area.) A map of the delineated area is provided for further clarification of the boundaries: The U.S. Government currently occupies office and related space in a building under an expiring lease in El Paso, TX.� The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government�s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
