- Project No. 542-14-107, Design-Build Replace 10 Elevators ACQUISITION INFORMATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. Service-Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, ( CVE ). This acquisition is conducted in accordance with FAR Part 36 & 15, Request for Proposal (RFP). Provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here in other specific tasks as further defined by this request for proposal (RFP) renovation of Project No. 542-14-107, Replace 10 Elevators, Buildings 2, 4, 5, 6, 7, 8, 38, 39, 57, 58. The resultant contract of this procurement is to provide required design completion of the referenced project and perform construction of completed design work. Project shall be designed and completed in accordance with OSHA, VA Criteria, EPA requirements, and VA Specifications developed for the project. The offeror shall be prepared to conduct thorough site investigations to verify existing conditions, all dimensions (existing and proposed) and constructability. GENERAL: This project involves replacing ten (10) existing elevators in ten (10) buildings at the Coatesville Department of Veterans Affairs (VA) Medical Center (CVAMC). The buildings which require elevators are 2, 4, 5, 6, 7, 8, 38, 39, 57, and 58. Each building is three-levels, with level numbering as follows: B, 1, and 2. Each building is served by either a 1200A or 800A, 208Y/120V service, along with emergency standby generator power. Each of the existing elevators under consideration is on emergency standby power. None of the mechanical spaces and elevator shafts are fully compliant with current Applicable Standards and Codes, and the project shall bring each elevator to compliance. This involves demolition or relocation of equipment in mechanical spaces, providing new circuits for elevator auxiliary devices, and modification of main elevator feeders. The elevator mechanical rooms for buildings 4, 5, 7, 57, and 58 are on the basement level of the building, while the mechanical rooms for buildings 2, 6, 8, 38, and 39 are in the attic of the building, above the elevator shaft. ALL Buildings must maintain ADA compliance throughout course of project. WARRANTY: All services provided by the contractor, as well as parts replaced shall come with a one (1) year warranty (minimum). All labor, tools, supplies, transportation, and equipment associated with the replacement of warranty items shall be provided by the contractor at no additional cost to the Government. SPECIFICS: The scope of this project is to hire a Design/Build team that will provide architectural design, tools, labor, material, and supervision, to replace 10 elevators. Evaluation of existing conditions. Free and clear access to all work area. The scope of work includes but is not limited to the following: Remove and replace existing elevators and related systems as indicated. Options for new hydraulic elevator systems to be presented during schematic design. Completely renovate existing mechanical room or provide alternative room design locations. Replacement elevators shall have soft starting/stopping with new controls that are compatible with recent replacements elevator systems on campus. Remove all unused components of the existing elevator systems. Properly dispose of all hydraulic oil. Provide a temporary conveyance system or stairwell chair lifts, during the elevator replacement as needed. Options and recommendations shall be presented during schematic design. Provide new air conditioning and/or ventilation system for the elevator machine rooms to meet the optimal ambient conditions. Provide accessible fire and smoke alarm devices and dampers where required. All fire and smoke devices shall be connected to existing alarm system. Provide all associated electrical feeds and controls for a complete and functional system. Verify that the smoke evacuation fan serving the elevator shaft is fully operational. All smoke evacuation fans for elevator shaft shall be on emergency power system. Patch all cracks and holes on walls, ceiling and floors of the elevator shaft. Replace all required sump pumps and their associated systems. Provide discriminating water/oil detectors and alarms for elevator pit. Clean and seal the concrete surfaces in the elevator pits. Provide oil-water separators and new piping as required. Provide clean and functional floor drainage systems. Replace elevator ceilings and provide access panels as required. Patch construction openings and repair existing finishes. All control systems shall be non-proprietary. Elevator lobby areas to be uniformly designed with new flooring, wall covering and ceilings. PHASING: Construction must allow for continuance of all hospital operations and services provided and coordinate with adjoining projects. After-business hours work may be necessary as dictated by the COR. All items must go through the submittal process prior to acceptance. Buildings will not be shutdown. This project should be done in 3 phases, with 3 buildings occurring during each one of the phases, with a possible 4th building being added into one of the phases. The solicitation documents and drawings will be available for download from the website https://beta.sam.gov/ on or about January 25, 2021. Information concerning the pre-proposal site visit will be included in the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. The solicitation amendments issued to the RFP will be posted to the Contract Opportunities website and offerors are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. In accordance with VAAR 836.204, the magnitude for this procurement is between $5,000,000.00 and $10,000,000 and NAICS Code 236220 with a small business size standard of $36.5 million. Information concerning Offer due date will be included in the solicitation. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY21 funds. The maximum time for completion of the project is 880 calendar days after receipt of Notice to Proceed.
