- PRE-SOLICITATION NOTICE The Army Contracting Command, Aberdeen Proving Ground, Tobyhanna Division, Tobyhanna, PA 18466, intends to solicit and award a firm fixed-price supply contract for the supply and installation of a 7-1/2 Ton Bridge Crane for Building 3 Bay 1 at Tobyhanna Army Depot. The NAICS Code is 333923 and the size standard is 1,250. A Request for Proposal will be issued on or about February 22, 2021 under Solicitation number W25G1V-21-R-0020 as a %100 small business set aside. This notice of intent is not a request for competitive proposals. Solicitation will be in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5, ""Simplified Procedures for Certain Commercial Items"" and therefore will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.1. The following draft Statement of Work (SOW) may be updated, revised or changed throughout the Solicitation period. The Government is not responsible for any costs incurred for contractor's time or materials expended in preparing information/response to this Pre-Solicitation Notice and any subsequent Solicitation. Key elements of the �PWS� shall include, but not be limited to the following: I. SCOPE Provide all the required supervision, personnel/labor, tooling, parts, material and equipment to supply and install a new 7-1/2 Ton Bridge Crane in Building 3 Bay 1 at Tobyhanna Army Depot. Note: The term �crane� used throughout this statement of work refers to all the components to make up a useable bridge crane, that is: the columns, braces and supports, bridge, trolley and hoist and hardware to erect and provide a useable bridge crane. Crane Requirements: Type:� In order to get the maximum lift clearance, the crane shall be a top running, double girder bridge design. Capacity:� The crane shall be a minimum of 7-1/2 ton capacity. Span:� The crane shall span a minimum of 63�-6�, from building column to building column through the center of the bay. Run:� The crane shall have approximately 197� of travel from one end of the bay to the other.� This exact distance shall be verified in the field by the contractor prior to fabrication. Hoist:� The crane shall employ a minimum of a 7-1/2 ton wire rope trolley hoist.� The hoist shall have a minimum of 25� of available lift on hoist.� Hoist hook shall have a minimum of 18�-6� from the floor.� Hoist shall have DC motor disc brake or similar braking system. Speeds:� The bridge shall employ a variable frequency drive (VFD) soft start-soft stop, dual speed motor capable of bridge travel up to 100 feet per minute (FPM).� The trolley shall employ a VFD soft start-soft stop, dual speed motor capable of trolley travel up to 50 FPM.� And the hoist shall employ a soft start two speed motor capable of 20/5 FPM. Control:� Crane shall have magnetic/variable frequency drive (VFD) type controls.� Control of crane travel and hoist functions shall be accomplished via a remote wireless pendant which shall drive the bridge fore and aft, the hoist trolley side to side and raise and lower the hoist hook. Electrical:� The crane shall operate on 480 VAC, 3 phase power.� Amps shall be stated in proposal.� Control voltage may be 120 VAC.� It shall be the contractor�s responsibility to install and connect all the electrical controls and utilities to place the crane in service.� Source of power shall be from the electrical substation in the Southeast corner of the bay.� Crane shall employ a four bar conductor runway. Finish:� All structural steel, columns, bracing, beams supports and bridge shall be painted safety yellow. �Foundation:� Crane shall be designed to use existing foundation designed into the floor.� See attached drawings/sketches of floor configuration. Any ladders, high reach equipment and forklifts used in the process of installation, of the bridge crane shall meet or exceed all relevant OSHA safety requirements. The load rating of the crane shall be clearly shown on the bridge and hoist by means of a permanently affixed plate.� It shall be legible from ground level. Any other pertinent signage as it relates to crane safety shall also be included such as but not limited to: manufactures name and information, date of manufacture or installation, model and serial number if applicable The contractor shall be responsible for design, fabrication, freight, rigging and installation of the crane and its accessories. Detailed drawings approved and stamped by a registered structural engineer shall be provided. Note:� Tobyhanna Army Depot material handling equipment and personnel shall not be employed for transporting and/or lift material or personnel for the crane installation. Tobyhanna Army Depot (TYAD) cannot shutdown the overhaul and fabrication efforts being performed in Building 3 Bay 1 for any significant amount of time during the week; therefore, any work that impacts populated areas will need to be coordinated with the governments Point of Contact (POC)/Contracting Officer�s Representative (COR).� The POC/COR will coordinate with the supervisor in the area to have areas cleared of personnel and equipment as needed to accommodate the crane installation; however, the entire crane area cannot be cleared for any period of time.� Barricades or other means of controlling personnel entry or traffic into the work area where crane equipment or material is being installed shall be provided as needed.� Any work requiring that the bay be cleared of depot personnel shall be performed after hours from 5:00 PM to 6:00 AM during the week and weekends 4:00 PM Friday through 6:00 AM Monday morning.� In the case of Friday, Regular Days Off (RDO), work may begin Thursday after 5:00 PM and go through the time identified for weekends. Safety Compliance The complete system, including the installation, must conform to the applicable requirements of the latest edition of the following: � Occupational Safety and Health Act (OSHA) � State and Local Codes � American Gear Manufacturers Standards (AGMA) � American National Standards Institute (ANSI) ����������� B30.10 � Hooks ����������� B30.17 � Top Running Single Girder Bridge Cranes ����������� B30.16 � Overhead Hoists (underhung) ����������� HST-1M � Performance Standard for Electric Chain Hoists ����������� HST-4M � Performance Standard for Overhead Electric Wire Rope Hoists � Crane Manufacturers Association of America (CMAA) ����������� CMAA Specification #70, for electric underhung cranes ����������� CMAA Specification #74, for electric underhung cranes � Hoist Manufacturers Institute (HMI) ����������� HMI 100-74 Specifications for electric wire rope hoists � National Electric Manufacturing Association, Inc. � National Electric Code (NFPA 70) � Motors � NEMA MG-1 � Control Enclosures � NEMA Rated Welding, Burning, or Grinding If connection of any sections of the overhead platform or any other component of the service platform requires welding, the welding shall be performed by certified welders for the material that is being welded. Contractor is responsible for obtaining a TYAD welding/burning permit. Any welding, burning (oxygen cutting), or grinding shall require the use of the proper Personal Protective Equipment (PPE). Examples of which are welding helmet, burning goggles, flame resistant gloves & jacket, etc. The contractor shall ensure that all personnel in the vicinity of the welding wear the proper Personal Protective Equipment (example: safety glasses approved for use in an area where arc welding is taking place).� The contractor shall provide a visual barrier to the arc for TYAD employees within the area whenever welding is being conducted during.� This barrier shall be approved by the COR prior to commencement of work. Any grinding, burning, or welding in the vicinity of the crane � where it may be possible for a spark or splash to fall into or onto any of the items that cannot be removed from the area - shall require the use of fire blankets to completely cover those items. Any contractor expecting to perform welding any time during the installation of the service platform, whether the welding is performed in Building 3 Bay 1 or in the vicinity of the building, should ensure that fire blankets are on site during those times that welding is taking place. Grinding sparks shall not be allowed to come in contact with flammable materials. The contractor shall ensure that multiple fire extinguishers are on site any time welding, burning, or grinding is taking place. The contractor shall be aware of TYAD�s fire extinguisher signage and the location of additional extinguishers and fire hoses. High-pressure gas cylinders shall be properly constrained or secured to a cart that meets OSHA requirements. If being lifted, cylinders shall be properly secured to a lifting cart, again, that meets OSHA requirements. Contractor shall ensure that fire watch personnel are present any time welding, burning, or grinding is taking place. Fire watch personnel will remain at the site of the welding, burning, or cutting for at least an hour after work has ceased to ensure that no material is smoldering or burning as a result of the welding, burning, or cutting. II. WARRANTY The bridge crane and workmanship furnished under this specification shall be warranted for workmanship for a period of 1 year from the date of final acceptance. IN THE CASE OF ANY COMPONENTS OR SUBSYSTEMS WHICH COME WITH A WARRANTY FROM THE MANUFACTURE THAT IS LONGER THAN A YEAR, THAT WARRANTY WILL BE PROVIDED TO THE GOVERNMENT WITH THE OTHER REQUIRED DOCUMENTATION. THE EXISTENCE OF WARRANTIES FOR COMPONENTS OR SUBSYSTEMS WHICH HAVE AURATION OF LONGER THAN ONE YEAR IN NO WAY NEGATES OR DIMINISHES THE RESPONSIBILITY OF THE CONTRACTOR FOR PROVIDING WARRANTY OF THOSE COMPONENTS OR SUBSYSTEMS FOR A PERIOD OF ONE YEAR AFTER INSTALLATION. There shall be single contractor accountability to prevent confusion of responsibility if a problem or breakdown occurs. III. GENERAL REQUIREMENTS GENERAL SAFETY The crane shall meet all requirements set forth in OSHA General Industry Standards 29 CFR 1910, dated 18 Nov 2016.� In addition it shall meet or exceed the National Fire Protection Association (NFPA) requirements of NFPA 79-2018, ""Electrical Standards for Industrial Machinery.""�� All energy control sources shall have the capability of being locked out and tagged out.� The contractor's manuals shall detail the lockout/tagout procedures which are required to bring the press to a zero mechanical state for maintenance or service procedures.� Procedures to return from the zero mechanical state to full operational capability shall also be provided. As work will be performed at a significant height, the (Contractor supplied) equipment that enables installers to reach that height will be equipped with all required safety harnesses or other equipment specified in OSHA CFR 1910. All personnel working at that significant height (as it is in near vicinity of the ceiling superstructure) � as well as any personnel below � will wear safety helmets/hard hats. ENVIRONMENTAL CONSIDERATIONS a.) Contractor shall supply information (SDS) for any hazardous materials associated with the installation. b.) No Class I Ozone Depleting Substances (ODS) or other materials containing, or manufactured with Class I ODS, will be utilized at any time during the installation of the crane. GENERAL COMPLIANCE Installation of all electrical components shall comply with the National Electric Code and any OSHA CFR 1910 requirement. All components of the equipment as a result of the installation will be in compliance with any rules regarding the proper installation and operation of bridge cranes. Contractor shall follow all TYAD safety and environmental rules and all other TYAD rules regarding proper conduct (see specific requirements below). IV. RESPONSIBILITIES A. Contractor The Contractor�s responsibilities shall include but not be limited to the following: 1. Project Management & on-site supervision 2. Coordination with Tobyhanna Army Depot�s (TYAD�s) Contracting Officer Representative (COR) regarding the installation 3. On-site safety program 4. Provide submittals of parts and materials being installed 5. Provide binder of Safety Data Sheets on site for Right to Know policy 6. Provide a Project Schedule within 20 days of award via hard copy, email, or electronic media��������������� 7. Provide for Quality Control for both material and workmanship 8. Erect/provide safety barriers and precautions around work area 9. Provide necessary tools and equipment to complete installation 10. Organization of the parts/material staging area and work site (tools, parts, and materials) 11. Provide dumpster and necessary means for removal and disposal of debris and waste material.� Contractor shall be responsible for removal of the dumpster at the completion of the work and all costs associated with the disposal of the debris and dumpster. 12. Neatness and organization of the work site, free of debris accumulation (daily) 13. Providing all required material handling equipment/lifting equipment to handle all parts and materials and to perform all work in a safe manner (government personnel or equipment shall not be used at any time to assist handling of any materials, parts or components). 14. The Contractor will connect, disconnect and reconnect any utilities necessary to perform the specified installation. Contractor shall comply with lockout/tagout procedures (stated below) as part of this responsibility. 15. The Contractor shall specify any special utility requirements not currently existing in the area if necessary for the installation. B. Government Will be responsible for: 1. Providing clear access to get equipment, parts, and materials into and out of the installation areas.� This includes ensuring that areas where columns and support will be installed are cleared of equipment and material. 2. Identify a Contracting Officer Representative (COR) to serve as a single point of contact to coordinate contractor�s efforts with depot operations and personnel. 3. Providing a staging area for contractor�s tools and materials. 4. Provide a location for the contractors dumpster if required. V. DELIVERY/ INSTALLATION a.) TYAD�s COR to be notified 15 day prior to commencement of on-site work. b.) The installation shall be completed no later than 180 days from the date of award VI. SUBMITTALS �The government shall have 10 days from date of submission to review and approve all submittals. Submittals (via hard copy, email, or electronic media) shall include: a.) Schedule of work (within 20 days of award) b.) Warranty (one year or greater) c.) On-site safety program d.) List of repair parts and material being installed d.) Utilities required for the operation of contractor�s equipment if other than standard requirements. VII. Final Acceptance To include: 1.) Acceptance Testing will consist of the Contractor's technical representative demonstrating that the fit and finish of the bridge crane meets or exceeds TYAD�s specifications and all OSHA requirements, documents certifying load testing and demonstration of crane functions. In the event that the crane fails to comply with any aspect of this specification, the Contractor shall correct any deficiencies within 15 working days of the acceptance test. It shall be at the discretion of TYAD�s Contracting Officer as to whether all, part, or none of the acceptance test procedure shall be performed again 2.) Removal of all tools, materials, other debris and dumpster. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government.
