- Description
- The Naval Air Warfare Center - Aircraft Division (NAWC-AD) Lakehurst, NJ intends to negotiate on a non-competitive basis with Testek, LLC, Commercial and Government Entity code 06659, located in Wixom, MI, for the manufacture, production and delivery of the Engineering Change Proposal upgrade of Part Number 101999-Meak-29 Rev B in support of the V-22 Osprey Aircraft Program. Testek, LLC is the sole designer, developer and manufacturer (Original Equipment Manufacturer (OEM)) of the MEAK-29. Testek, LLC is the only firm with the necessary knowledge, expertise and technical data required manufacture and produce the Rev B upgrade for the MEAK-29, which is used primarily to test the V-22 Constant Frequency generator and Variable Frequency generator. The Government does not possess the necessary data to permit the development of the part required to procure competitively; an adequate purchase description or other information suitable for this effort has not been developed because the Government does not have sufficient engineering data nor does the Government own the technical data. The specific information on the MEAK-29 Rev B resides with the OEM; therefore, the Government does not own the drawings to make available. NAWC-AD Lakehurst intends to procure the above under the authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Responses to the requirement may be received from responsible firms who identify their interest and capability with authorization from the OEM. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
