- Description
- The Naval Air Systems Command (NAVAIR) intends to award a sole source modification to existing Shipboard Air Traffic Radars (SATR) AN/SPN-50(V)1 Low Rate Initial Production (LRIP) contract with Saab, Inc, (hereinafter referred to as Saab), East Syracuse, New York. This contract action will procure Shipboard Air Traffic Radars (SATR) AN/SPN-50(V)1 (hereinafter referred to as AN/SPN-50(V)1 radar) units, On-Board Repair Parts (OBRPs), depot spares, interim sustainment, and associated data in Fiscal Year 2022. This procurement includes supplies and services required for the production and delivery of AN/SPN-50(V)1 radars, OBRPS, depot spares, engineering changes, and interim sustainment of LRIP units to include: a) Contract Engineering Technical Services Representatives, and; b) interim Repair of Repairables. The total estimated quantity of AN/SPN-50(V)1 radars being procured is two (2). Engineering changes may be required in support of future obsolescence efforts, Cyber Security, and/or reliability and maintainability. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements"". Saab, is the original designer, developer, and manufacturer of the AN/SPN-50(V)1 radars. The U.S. Navy does not possess adequate technical data necessary to competitively award these requirements. Award to a source other than Saab would result in substantial duplication of cost not expected to be recovered through competition and an unacceptable delay in NAVAIRs requirement to field and integrate the design into new construction hulls and maintain deliveries required for the Naval Sea Systems Commands shipbuilding program. Firms interested in subcontracting opportunities may contact Mr. Michael Deskiewicz at Saab via e-mail at Mike.Deskiewicz@saabinc.com or phone number (315)350-9923. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
