- Description
- The USCG is in need of a Long Range Command and Control solution to fill the gap between the expiration of the current leased LRCCA (January 1, 2022) and the delivery of the new USCG owned LRCCA (3Q FY2022). To meet this requirement, a company must be capable of leasing an aircraft that meets the functional and performance requirements specified in the Statement of Work and below, to include the necessary modifications to provide government-unique command and control functions. All aircraft would need outfitting of specialized military and communications equipment, painting and a Telecommunications Electronics Materials Protected from Emanating Spurious Transmissions (TEMPEST) test. 1.����������� Functions to be performed: DHS and USCG mission requirements necessitate that USCG provide �required use� transportation capability for the DHS and USCG Senior Leadership (Senior Leadership as defined in 2.II) that enables them to maintain command and control of their forces while traveling thereby ensuring continuous and effective Departmental operations. To meet this �required use� transportation requirement, the USCG operates a fleet of two LRCCA. 2.����������� Performance required: The LRCCA must be twin-engine, turbofan aircraft capable of cruise operations from 41,000 to 51,000 feet, with a minimum range of 5,500 nautical miles. They must contain a modern flight management system, pressurized cabin, avionics and navigations systems to support worldwide travel as well as military and commercial communications equipment to provide secure and non-secure voice and data capability. They must also include Safety features such as enhanced weather radar, autopilot and an enhanced vision system that allows increased visibility in all-weather environments as well as the ability to operate out of short-field, high-altitude airports. 3.����������� Essential physical characteristics: LRCCA must be equipped with Executive-style seating and have the ability to transport up to 12 passengers and 5 aircrew. The Flight decks shall be configured to accommodate three (3) crewmembers to include a jump seat to accommodate a Flight Engineer. The cabin shall have a minimum of 14 passenger seats, two (2) seats of which are occupied by remaining crewmembers. The interiors must contain a seating compartment that can be physically closed off from the rest of the aircraft that has four (4) seats and work surfaces for each. The aircraft must also be equipped with a food service area, hot and cold water, a latrine and interior cabin noise reduction and functional office environment.
