- General Information Document Type: Request for Information (RFI) Disclaimer: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, Request for Proposal (RFP) or Request for Quotations (RFQ) or a promise to issue a solicitation in the future. No solicitation is available at this time. This RFI does not commit the Government to contract for any supply or service whatsoever. Potential respondents are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The use of �you�, �your�, or �your company� all reflect questions directly toward industry members and not individual responders. Description The Joint Communication Support Element (JCSE) is seeking information from commercial industry on solutions to replace current end-of-life (EOL) VTC system. Current system is Cisco SX-20 based system that is packaged and integrated into a complete standalone, ruggedized, and�expandable�VTC�system. Since current system is EOL, JCSE is looking for solutions to replace�and�enhance capabilities, but still provide similar�requirements�of previous system. Scope The characteristics identified in this paragraph are to be an upgrade and improvement on the current Tactical VTC system. The system should not require any network industry certification or proprietary training to operate and designed for ease of use. Current System CIS CISCO SX20-Based Mobile/Tactical VTC Kit DTD-FRSX20� System is a Cisco SX20 based and has been integrated into a complete VTC solution that is mobile/tactical, ruggedized, power versatile, and expandable to accommodate additional users if needed.�� System has reached EOL and approaching end-of-SW. �Future System Requirements Security Approved DISA APL product� VTC System� VTC packaged kit FAA Compliant.� Cases equipped or compatible with TSA/GSA approved locks� Must be transportable by no more than 1 person, not to exceed maximum weight of 30lbs.� Powers use less than 15 amp� Input Voltage of 100-240VAC, 47-63HZ and 11-32VDC� Monitor, camera, microphone, codec, and speakers�integrated into single kit.� Cisco WebEx solution to integrate with current system support.� Codec must provide expansion capabilities to connect additional monitors, table microphones, standard HDMI/Audio connections. Included video compression CODECs including H264 and H265 �Compatible with Cisco WebEx,�Microsoft Teams, Zoom, and DoD 365�and other cloud-based collaboration applications H323 compatible SIP Compatible w/ DISA GVS Program Secure Switch & Codec control supporting classified/unclassified VTC on single kit Integrated control module for management/configuration Integration Packaging/Case needs to meet Environmental conditions specified in MIL-STD-810G; Shock,�waterproof, etc.� Certifications and Accreditations DISA APL product� System Operating Characteristics of Interest to JCSE How does the system address scalability to support changing mission requirements? The Tactical VTC will be utilized in a multitude of environments from austere to executive settings. Describe the warranty options available and how you would perform repair/replacement of equipment, to include estimates for time to provide replacements. How would training on equipment be performed? Include options for built in maintenance contracts that would allow for in-house repairs and troubleshooting to be conducting by JCSE maintenance staff. Additional Requested Information/Submission Details Responses should include: 1. Name, mailing address, overnight delivery address (if different from mailing address), designated point of contact (phone number, e-mail). 2. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 334310. 4. Available contracting vehicles for system procurement and support. 5. Identify current equipment your company offers which most closely match the capabilities specified in this RFI (or portions of). 6. Available product brochures, specification sheets, photographs, illustration and technical descriptions that describe your company�s current equipment. Companies are encouraged not to include marketing informational materials that do not relate to the services described in this RFI as it will be discarded; however, responses may include URL links to technical documentation materials (i.e., technical data sheet) are welcomed. 7. Limited to a single document containing 20 pages or less. The document should be single spaced, have one-inch margins, assume US letter-size (8 1/2 by 11 inches) page, use 12-point font, and be formatted for compatibility with Microsoft Word 2003 (or later) or Adobe Acrobat Reader version 7.0 (or later). Submissions should be named according to the following convention: _TacticalVTC_RFI_.. Submissions should not exceed a 5 MB e-mail limit for all items associated with the response. 8. An identification of your company�s past and current customers to which your company provided similar services, including a customer/company name and point of contact, phone number, and address/e-mail where they can be contacted. 9. Responses shall not be above the level of Unclassified//For Official Use Only (FOUO). 10. The information provided and received in response to this announcement is subject to the conditions set forth in FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. 11. Submissions must be received no later than 19 March, 2021 Non-Government personnel will be used to review responses to this RFI. The non-Government personnel may have access to all aspects of the company�s submission. All Government and non-Government personnel reviewing responses will sign non-disclosure agreements (NDAs) and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government will not be liable for any damages incurred if proprietary information is not properly identified.
