AMENDMENT 2 - QUESTIONS AND ANSWERS The closing date is extended to February 18, 2021. 1. Are these legacy specs that they would like to have or are these requests a new �future needs� requirement? Answer: These specs are for future needs. 2. Do you need an estimated capacity statement of how many we can produce in a certain time? Answer: This was not a requirement of the posting, but would be helpful information. 3. Are leg straps a must or would�the USCG�entertain an option that does not need them? Answer: Leg straps are required. 4. What is the overall volume of quantity that USCG is looking to buy? � Answer: Estimated 600 vest initially to replace current inventory. 5. Will this item be sustainable for years to come? If so, the projected timeframe? Answer: The USCG has historically used vests for an estimated 15-20 years. 6.�Is the USCG looking for�Commercial off the Shelf �COTS� or is there room for some development to meet full requirements within 6 months? � Answer: The USCG is looking for a COT. 7. Is the USCG looking for a one size fits most or multiple size ranges to accommodate service members? Answer: The USCG prefers the vest to be all one size and adjustable. ------------------------------------------- AMENDMENT 1 - QUESTIONS AND ANSWERS 1. Is there any information on the current capability and what is driving the need for the change to this new Vest? � Answer: There are currently three (3) different rotary wing vest variations in the USCG rotary wing community. SAR Warrior (LPU-27/PE) PEG (LPU-27/PEG) NCR Aircrew survival vest Of the three (3), the SAR Warrior (SW) is the most widely used and implemented over 15 years ago. The collar profile of the SW is known to cause clearance issues with the HGU/56P helmet, leading to restricted head movement and neck strain, in addition to premature wear of the SW. With growing mission sets since the SW inception, the ability to have a modular vest adaptable to the various mission sets has tripled. Technology advances in the fabric industry have resulted in 3D sewing capabilities and MOLLE Webbing (the ability to reconfigure one vest solution for different mission sets) readily available. This new technology enables the aircrews to maintain muscle memory with a common solution as they transition between mission. 2. Will these new vests be required to be Berry compliant? Answer: No ------------------------------------------------- This is a sources sought synopsis only, not a solicitation announcement.� This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. �The USCG is conducting market research to seek sources that can provide a solution for a life vest for all Coast Guard aviators.� This life vest will have inflation handles and oral inflation ports common to all mission configurations. The USCG requires a responsible company that can provide a life vest which provides a technologically advanced, low profile, light weight solution for all Coast Guard aviators throughout their various mission sets.� The USCG is seeking a life vest that meets the requirements outlined in Attachment (1). Responses Responses to this notice should include company name, address, telephone number, and point of contact (POC).� Please respond to the following questions: Describe your product�s specifications and how it is capable of performing the required tasks. � Indicate the weight and dimensions of the product. � Describe what changes would need to be made and lead times for your product to meet the requirements per Attachment (1). � What NAICS code does your company use for this type of service? � Is your business a large or small business? � If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? � �If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? � �Is your firm a certified ""hub zone"" firm? � �Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? � Is your product listed on a GSA schedule? � Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? � If possible, any POC's for civilian users for general usage of product questions.���� After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity website.� Responses to this sources sought synopsis are not adequate response to any future solicitation announcement.� All interested offers will have to respond to the solicitation in addition to responding to this sources sought synopsis.� Responses to this sources sought synopsis are NOT a request to be added to a prospective offers list or to receive a copy of the solicitation.
