- Description
- The United States Agency for International Development in Indonesia (USAID/Indonesia) intends to award a contract modification to Management Systems International (MSI) for an unfunded, six-month extension of the period of performance to an existing award (AID-497-C-16-000007) for continued implementation of the USAID CEGAH Activity. Launching a competition at this stage of the activity would result in a duplication of costs and efforts and unacceptable delays in fulfilling the agency�s requirements. CEGAH is a five-year activity that is implemented in cooperation with the Government of Indonesia (GOI) and the United States Government (USG). The activity name CEGAH is the Indonesian word for �prevent,� with activities that focus on strengthening the judicial sector (Component 1), government accountability institutions (Component 2), and universities and civil society organizations (Component 3) to continuing support to various government agencies in strengthening efforts to increase transparency and accountability to the public. The original period of performance of the contract ends on May 31, 2021. The unfunded time extension for completion of remaining project activities delayed due to COVID-19 and support for Indonesia�s current post-pandemic recovery efforts in the areas of transparency, accountability and anti-corruption will utilize MSI�s existing and proprietary monitoring systems, and thus additional market research was not performed. Considering the above factors, MSI is uniquely qualified to implement this work during the short extension period, a critical time during COVID-19 response. USAID/Indonesia is planning a new accountability activity, tentatively called Indonesia Integrity Initiative (I3), which the Notice of Funding Opportunity is anticipated to be released soon, as detailed in the USAID Business Forecast. The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which states: �full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation.� It further states in AIDAR 706.302-70(b)(5) that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government and would result in unacceptable delays in the context of the present pandemic.
