Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH OPERATOR PERFORMANCE LABORATORY (UNIVERSITY OF IOWA). The Air Force Test Center (AFTC)/PZIEB intends to issue a Sole Source Indefinite Delivery Indefinite Quantity Contract (IDIQ) to: Operator Performance Laboratory 105 Jessup Hall Iowa City, IA 52242 The Single Source (IDQ) contract will be for: A non-personnel services contract to provide one Mi-2 helicopter, along with a qualified Mi-2 flight instructor. CLIN 0001: Sorties/Flight Time (will include Mi-2 helicopter and pilot).� The research aircraft will be the University of Iowa Operator Performance Laboratory (OPL) Mil Moscow Helicopter Plan MI-2 Hoplite. The MI-2 helicopter is instrumented with specialized sensors, a Helmet Mounted Display (HMD), and data acquisition system. It must be an instrumented twin-engine helicopter capable of performing tactically relevant approaches and landings to prepared and unprepared (austere) landing zones. Aircraft must provide: (1) the ability to carry two instrumentation racks, externally mounted sensors, two pilots (one furnished with an HMD), and one or two FTEs in rear crew station. (2) primary flight instrumentation that is independent of the experimental installation (3) Common Aircraft Avionics System (CAAS) avionics that is capable of interfacing with various external sensors and depict appropriate flight symbologies (4) a navigation grade GPS, inertial, and air data system that is integrated with a data concentrator offering the ability to store the data for subsequent analysis (5) one or several high-ISO cameras that are mounted to the aircraft with data connections to a data concentrator (6) an onboard forward-looking imaging photometer that allows photometric characterization of the areas ahead of the aircraft (7) a biocular, fully-overlapped color-OLED HMD that is able to display flight symbology and selected sensor imagery (8) an accurate and calibrated helmet tracker system that is harmonized to the onboard lever-arms to the Inertial Navigation System (9) onboard data gathering and recording system for flight state and audio/video ��� The MI-2 has been successfully employed on previous AFRL research projects utilizing the HMD. Operator Performance Laboratory is the only known source identified as the only vendor that has an modified Mi-2 helicopter that meets the above requirements. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 13.106-1(b)(1). This authority is supported by an approved Single Source Justification. It is the Government�s intent to proceed with this sole-source action. The NAICS code for this requirement is 611512. The size standard as defined by the U.S. Small Business Administration is $30,000,000. This is not a request for Quotes or Proposals. No reimbursement will made for any costs associated with providing information in response to this synopsis or any follow-up information requests. No contract award will be made on the basis of response to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information.� All responses should include a point of contact, telephone number, and e-mail address.� Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUB Zone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. All responsible sources may respond to this notice and all responses will be considered by the agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
