Description
The Wide Area Augmentation System (WAAS) is a mission critical, Safety of Life (SoL) navigation system within the FAA's National Airspace System (NAS).� WAAS provides LNAV, LNAV/VNAV, LPV and LPV-200 levels of navigation services. The WAAS currently uses Global Positioning System (GPS) L1 C/A and L2 P(Y) semi-codeless signals with the expectation that the second civil signal, L5, would be introduced upon completion of the L5 capability within the GPS constellation as WAAS Dual Frequency Operations (DFO). �WAAS DFO has been segmented into two implementation phases. The current segment, DFO Segment 1, upgrades the WAAS infrastructure to enable reception and collection of the L5 signal with the WAAS reference station network and implements system changes required to sustain the WAAS. �The next segment, DFO-2, will be started with WAAS Phase 4B beginning in FY 2022. The FAA, under DFO-2, intends to utilize GPS civilian L1 Coarse Acquisition, L2 codeless/semi-codeless and L5 signals to maintain existing Single Frequency services and provide new Dual Frequency services. Under DFO-2, the WAAS will also undergo technical refresh of major processing components, transition network infrastructure from dedicated circuits to FAA cloud-based services and continue WAAS geostationary satellite constellation sustainment. The FAA requests potential Contractor review of this draft Screening Information Request (SIR) and identification of�areas needing improvement for clarity, consistency and content.� The FAA further requests each potential Contractor to provide a list of questions generated by review of this draft SIR and a list of potential bidding assumptions. Feedback from each Contractor may be used to revise the SIR for formal release. Sections L & M of the Draft SIR will be made available in the coming weeks.
