Description
PART: U.S. GOVERNMENT PROCUREMENTS AFTC/PZIEB Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93524 SUBJECT:� Essex Diesel Generators REF NO.:� F1S0AD0338A001 This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEB will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the USAF�s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.). Please do not request a copy of solicitation, as one does not exist. The AFTC Contracting Directorate (AFTC/PZIEB), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1) and AFFARS 5313.501 to Essex Electro Engineers, 2015 Mitchel Blvd, Schaumburg, IL 60193. The applicable NAICS is 335312 with a size standard of 1,250 employees. The following is a brief description of the acquisition requirements: The�Air Force�is seeking a sole source purchase of three (3) each Essex Diesel Engine Generators. The diesel generators are required for continued support of the B-21 developmental and operational fight test program�and�have�been identified by the B-21 Program�Office as the only generator to be used with the B-21 Aircraft. The item is required to supply is 90 KVA, 0.8 power factor, 115/200 volt, 3 phase, 400 hertz, 28.5 and 270 volts D.C. electrical power for starting and servicing an aircraft. Cummins QSB 6.7-C160, Tier III Horsepower ...................... 165 HP @ 2000 RPM AC OUTPUT VOLTAGE .............. Three phase, four wire, 115 volts line-to-neutral and 200 volts line-to-line (115/200 volts). Reconnectable 230/400 Volts. Meets MIL-STD-704E. AC OUTPUT CABLE ................... A 60 foot AC output cable with an MS25486 plug is included with the unit. 28.5 VDC OUTPUT TRANSFORMER RECTIFIER CONTROL POWER: Nominal Voltage ............... 28.5 Volts DC Steady State Voltage ........ 28.5 Volts DC � 1% Ripple Amplitude .............. 1.5 Volts Maximum Amperage ......................... 600 Amps, 2,250 Amps peak 270 VDC OUTPUT RECTIFIER: Nominal Voltage ............... 270 Volts DC Steady State Voltage ........ 270 Volts DC � 1% Ripple Amplitude .............. 3 Volts Maximum Distortion Factor .............. 0.015 Maximum Amperage ......................... 267 Amps Continuous ENVIRONMENTAL OPERATING EXTREMES: Temperature .................... -40�F to 125�F Altitude ............................. Sea Level to 8,000 Ft. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement. In addition, the response should include verification of the Offeror�s Representation and Certifications�Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) 11:00 a.m., Pacific Standard Time, 15 February 2021.
