- REQUEST FOR INFORMATION Internal Revenue Service � Criminal Investigation (CI) The Office of Business Solutions Acquisition, Streamlined Acquisitions & Interagency Agreement Section (OS:PR:B:A:B) is in support of the Internal Revenue Service ����Chief Counsel Library and Associates Offices is seeking information regarding legal materials in the field of taxation, bankruptcy, general and international law. � The Statement of Work is included. ** This announcement is issued for the purposes prescribed in the Federal Acquisition Regulations (FAR) Part 10 ""Market Research� and is for informational and acquisition planning purposes only. This announcement is not a request for quote (RFQ)/request for proposal (RFP) and a formal solicitation is not available currently.� If a formal RFQ/RFP is released, its contents may differ from the information contained in this announcement.� This announcement does not constitute a commitment by the government to issue an RFQ/RFP, contract, or order. The government will not pay for any effort expended or any material provided in response to this announcement, nor will the government return any data provided. The government may also use information received to better define their requirements. ** This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only. The Government has interest in and is seeking information regarding the capability of providing legal materials in the field of taxation, bankruptcy, general and international law to support the Government's program office. �Do Not Submit any Proposals/Offers in response to this Notice. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist, Vivian.D.Daniels@irs.gov email address.� Verbal questions will NOT be accepted.� Questions will be answered by posting answers to Vivian.D.Daniels@irs.gov; accordingly, questions shall NOT contain proprietary or classified information. Statement of Work Submitted by IRS Counsel Library Subscriptions �C.1 Introduction/Overview The IRS Counsel Library seeks to purchase the print annual subscription renewals of loose-leaf supplemental material from potential vendor for the IRS Chief Counsel Library and Associate Offices. C.2 Background 2021 Annual print subscription renewals of loose-leaf supplemental material from potential vendor for the IRS Chief Counsel Library (hereafter, Library), and Chief Counsel Associate Offices, located in the IRS National Office building. C.3 Scope On behalf of the Office of Chief Counsel, the Library is seeking to renew 2021 print subscriptions for in-depth tax-related research resources. The potential vendor will provide subscription services of legal research resources written by noted scholars and practitioners in the fields of taxation, bankruptcy, international, and general legal research. The subscriptions are essential research tools. Office of Chief Counsel attorneys need access to quality legal research materials in order to conduct comprehensive legal research. Printed subscriptions provide access to graphical elements such as charts, pictures, graphs, mathematical/accounting formulas which are oftentimes not reproduced in electronic resources.
