- Description
- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure a deployable, containerized Hybrid Power System rated at 200kW @ 0.8 power factor that is capable of interfacing with Advanced Medium Power Source (AMMPS) generators and non-military generators operating on both natural gas and diesel from 38-150kVA.� ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(2) and FAR 13.501(a) to Moser Energy Systems as the company�s Moser Energy Tactical Inverter System (METIS) is rated at Technology Readiness Level (TRL) 6 and is also capable of creating the necessary system to integrate with the AMMPS generators, which are the current program of record for tactical generators for the Department of Defense. Market research has found no other system with the power level capabilities required above that has a TRL level of 6 or above and capabilities of AMMPS integration. This combination of features makes the METIS system the only one that can meet the government requirement of being available for a concept demonstration in just 16 weeks of contract award. � In addition, Moser�s experience with non-grid application for large loads makes them the only company who has experience in providing the dependable power in harsh field environments to take on this task. �It is critical this standalone system can connect to the AMMPS tactical micro grid. �As the lead for the Tactical Microgrid Standards (TMS) ERDC-CERL is responsible for meeting the standards defined. �In order to incorporate the TMS standards for hybrid power systems to be interoperable with the Army program of record AMMPS micro grid all vendors must be willing to use open controls and Moser Energy Systems has many years of using open communications in various field applications and that experience can meet all the requirements to be TMS compliant.� This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 335312 which has a size standard of 1,250 Employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government�s acquisition strategy. Please provide responses to this notice no later than January 7, 2021 at 12:00pm, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �
