Description
The Contractor shall provide one helium recovery and liquefaction system, in a configuration that meets all�minimum technical requirements. The helium recovery and liquefaction system must connect to one 400 MHz, two 600 MHz, and one 900 MHz NMR spectrometers. The Contractor shall install the system and provide training as described in the attached statement of work.� Reference the attached documents. AMENDMENT A001 The above referenced solicitation is hereby amended to respond to a question submitted. QUESTION: We (Contractor)�provide all connections between our equipment. We provide connections from the magnet to the main recovery line. The question is who do you want to work on the main recovery line - the ""highway"" pipe between the lab and our system; we will assist at a minimum with the design.� This is plumbing work, not related to our equipment.� In many cases the customer (you in this case) has internal resources to install the pipe.� We remain available�to assist�with this too, but in this�case we need many more details about the�lab. RESPONSE:� The�facilities department of the National Institute of Standards and Technology (NIST)�will install the plumbing for the main recovery line.� NIST will request your (the Contractor's) input�with the design of the piping. The due date and time for quotations and all other solicitation terms and conditions remain unchanged.� AMENDMENT A002 The above referenced solicitation is hereby amended to delete the small business set-aside and extend the due date for quotations.� The solicitation is hereby amended to incoporate the following changes:� 1. The solicitation is hereby amended to dissolve the small business set-aside and incorporate full and open competition. Pursuant to this change, the paragraph below is hereby amended as indicated: DELETE:�The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured 100% set-aside for small business. The non-manufacturer rule applies to this procurement action. Reference the terms and conditions incorporated in full text and by reference, herein. ADD:�The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured using full and open competition. Reference the terms and conditions incorporated in full text and by reference, herein. 2. The following Federal Acquisition Regulation (FAR) clauses are hereby deleted from the solictiation:� In the clause numbered and titled FAR 52.212-5,�Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items, the clauses referenced in the following subparagraphs are hereby deleted:� Subparagraph 14.�52.219-6, Notice of Total Small Business Set-Aside; Subparagraph 26.�52.219-33, Nonmanufacturer Rule The due date for quotations is hereby changed as follows: DELETE: February 3, 2021 at 3:30 PM Eastern Time ADD:� � � �February 15, 2021 at 3:30 PM Eastern Time.� All other solicitation terms and conditions remain unchanged.� AMENDMENT A003 The above referenced solicitation is hereby modified to respond to questions submitted. �Questions and responses are provided below. QUESTION #1: � Based on Amendment 2: Did NIST completely eliminate the installation of recovery piping from the magnets of the He Recovery System scope thru Attachment 2?� RESPONSE #1: � NIST has interpreted this question and provided a response based upon the assumption that the question is referring to Amendment A001. This specifies that NIST will install the main recovery line. However, the statement of work (SOW) specifies that�installation will include all vendor-specific connections, as necessary for ""connection of the existing NMR spectrometers"" to the main recovery line. QUESTION #2: � Are there any requirements for working in the NMR lab (is it a clean room, radiological, industrial, biologicial hazards?) RESPONSE #2: � Safety concerns are limited to proper precautions for a magnet lab with high magnetic fields. There are no other safety issues (e.g., clean room, radiological, industrial, biologicial hazards). QUESTION #3: � Can you confirm liquefied helium will be placed in the liquefier in B115, and there is no liqueified helium distribution system back to the magnets. RESPONSE #3: � The liquefied helium will be placed in room B-115. There is no liquefied helium distribution system back to the magnets.
