*Extending response due date to 15 March 2021 at 4pm Central. ITEM DESCRIPTION: These munitions are required to support the United States Air Force and United States allies in bombing missions. Tritonal Bombs Kits are used as building blocks for numerous variants of non-guided and precision-guided air delivered munitions. MK80 Series Bombs (MK81, MK82, MK83, and MK84) are steel forged, similar in construction and include various configurations of 250 pound, 500 pound, 1,000 pound, and 2,000 pound bombs. The aerodynamically designed steel case houses a high explosive fill that accounts for 40-50 percent of the bomb's weight. The bomb bodies include wells in the nose and are tail compatible with proximity sensors and mechanical, electrical, or electronic fuzes. They can be used with conical, non-retard or retarding fin assemblies, or with electro-optical, laser and/or Global Positioning System (GPS) guidance airfoil kits. The MK80 Series Tritonal Bomb Kits consist of the empty case assembly, two lugs, and sufficient TNT and aluminum powder for the Tritonal fill (80/20). The BLU-109/B is a 2,000 pound penetrator bomb deployed from various fixed-winged aircraft. The BLU-109's advanced technology one-piece high-strength forged steel casing is one inch thick. The BLU-109/B Tritonal Bomb Kits consist of the empty case assembly delivered in a CNU-417/E Container and sufficient TNT and aluminum powder for the Tritonal fill (80/20). CRITICAL PROCESSES/SKILLS: MK80 Series Bombs (MK81, MK82, MK83, and MK84) Manufacture of the MK 80 Series Bombs (MK81, MK82, MK83, and MK84) requires special processes, equipment, facilities, and skills that involve complex processes requiring several operations. Critical processes for the bomb bodies include forming, welding / resistance welding, heat treating, machining, coating, testing, and assembling of the bomb bodies. Critical equipment and facilities for the bomb bodies may include: band saws / cutoff machines, forging presses, large induction heaters, water cooling chambers, double end lathes, total indicator reading gages/fixtures, wall thickness gages, flame/plasma arc cutters, metal inert gas/robotic welders, Computer Numerically Controlled (CNC) lathes, submerged arc welders, resistance welders, continuous flow heat treat / draw systems, shot blast systems, multiple spindle drills /tappers, CNC vertical mills / machining centers, proof load testing, hydrostatic pressure test equipment, Coordinate Measuring Machines, Brinell hardness and universal test machine, phosphate / paint systems, and various specialized material handling equipment, all of which must be large enough to handle sizes of steel pipe up to 19 inches in diameter and 98 inches long. Critical skills needed for production of these bomb bodies include forming and heat-treating setup personnel; inspection and testing technicians; maintenance, tooling, manufacturing, and quality control engineers; and machinists. BLU-109/B Empty Case Assembly Critical processes/skills and equipment needed to produce the BLU-109/B include but are not limited to: forging presses, heat-treat with quench, material handling systems, engineering, large double end lathes, conventional and Computer Numerically Controlled (CNC) machining equipment, deep hole boring machines, coordinate measuring machines, gage calibration equipment and descaling equipment, all of which must be large enough to handle steel pipe sizes up to 16"" diameter and 96"" long. Producers and their subcontractors must have the capability to melt production lots of high strength steel with precision chemistry. The producers need to be experienced in casting ingots and have the material handling capabilities for managing an ingot of several thousand pounds. High tonnage forging, machining, and heat treat capability specifically designed for working with very large and heavy forgings is required. Unique skills in Quality Assurance, Nondestructive Inspection Testing, Destructive Inspection Testing, Metallurgical Analysis and Engineering Management are required to manufacture these items. MK3-0 Suspension Lug and MS3314 Suspension Lug Equipment required for the production of suspension lugs includes a metal-forming die for forging, hammer forge, thread rolling or machining equipment, CNC lathe or mill, machining / surface finishing and metal cleaning equipment, furnace for heat treatment, and electrodeposition equipment for plating. Surface roughness, Magnetic Particle Inspection hardness, salt spray, and tensile/impact testing equipment are also required. The tensile/impact testing equipment must be capable of destructive testing. Tritonal consists of 80% TNT and 20% Aluminum. For different stages of the manufacturing process, special inspection and test equipment is required to ensure that the final products comply with United States Government (USG) requirements. The Contractor will be required to successfully complete First Article Acceptance Tests and Lot Acceptance Tests on the bombs and associated components. *Top level drawings will be provided for the components of the Tritonal Bomb Kits. � RESPONSES: Interested companies who consider themselves capable of manufacturing Tritonal Bomb Kits are invited to indicate their interest by providing the USG with the following information: a. Provide a brief summary of the company's capabilities (a description of the facilities, personnel experience, quality system, and past/current relevant manufacturing experience and processes). b. Discuss the feasibility of or alternatives to the USG's preferred lead-time of 300 days after award for First Article Test (FAT) and 365 days after award for production deliveries to commence. c. Provide a rough order of magnitude (ROM) prices for an approximate FY 2023production quantity of 5,000 of each Tritonal Bomb Kit variant and a ROM for First Article Test samples of each variant of bomb body and lug. d. Identify manufacturing and/or capacity constraints. Additionally, the USG understands that due to the changing market there are many components that make it difficult to get firm fixed prices for out years. However, the USG is requesting industry's suggestions on how firm fixed prices could be achieved.� For example, would it be possible to get firm fixed prices on certain items/components?� Is their quantity ranges that would be helpful?� Would EPA clauses be of assistance in obtaining firm fixed prices. � For acquisition planning purposes, please be sure to identify if your company is interested in / capable of providing the MK80 Series Tritonal Bomb Kits and/or the BLU-109 Tritonal Bomb Kit. The NAICS code for these items is 332993 with a business size standard of 1,500 employees. Please indicate your business size and socio-economic status in your response. Also be sure to provide the company name, address, point of contact, phone number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from a planned solicitation for these items. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov. � TECHNICAL DATA PACKAGES: The Technical Data Packages (TDP) associated with the Tritonal Bomb Kits are classified as Distribution D, limited distribution authorized to the Department of Defense (DoD) and US DoD Contractors Only, except for the MS3314 Suspension Lug spec. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required to be registered within the JCP. The Data Custodian is the sole representative identified to receive export controlled TDP's and drawings. For purposes of this Sources Sought, a top level drawing will be provided for the components of the Tritonal Bomb Kits. �To obtain the top level drawings for this Sources Sought, interested vendors must request explicit access through the ""attachments/links"" tab in Beta.Sam.gov under W52P1J-21-R-0031. �The drawing for the MS3314 Suspension Lug can be accessed through ASSIST at the following link: https://quicksearch.dla.mil/qsSearch.aspx. This sources sought announcement is for information and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the USG. The USG does not intend to award a contract on the basis of this sources sought announcement or otherwise pay for information solicited. Industry responses to this sources sought will not represent binding offers, and the USG cannot accept an industry response to form a binding contract. The USG intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of this item. The USG will hold all information submitted in a confidential status.
