36C24921Q0127 INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 9, intends to award a Sole-Source, contract to the University of Kentucky, 800 Rose Street, Lexington, KY, 40536 for the Lexington VAMC, 1101 Veteran Drive, Lexington, KY 40502. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."" The contract is expected to be awarded under FAR 13.106-1 (b). Period of Performance: 6 months increments Base Year: 04/01/2021-09/30/2021 OY 1: 10/01/2021-03/30/2022 NAICS code: 541715 SBA Size Standard: 1000 Employees PSC: AJ11 STATEMENT OF WORK The Lexington VAMC is requesting a base year + 1 option year, consisting of two 6 Month terms of one (1) individual assistant to provide technical assistance in the area of RR&D study. The RR&D study that will focus primarily on Low back pain (LBP) as being strongly associated with opioid consumption among veterans, and improved clinical management of LBP is likely to reduce reliance on opioid among veterans. RR&D research assistant requirements are outlined the in the requirements section below. This is a new Rehabilitative Research and Development (RR&D) study funded by the Office of Research and Development (ORD). The specific objective of this study is to generate evidence in support of the feasibility of our methods for 1) the evaluation of relative contribution of lower back tissues to spinal loads, and 2) the investigation of the resultant spinal loads in veterans with non-specific LBP.  The Lexington VA Research Department is unable to provide an individual that meets the specific requirements needed to fulfil the study design of the study, thus are seeking to establish a sole source contract with Department of Biomedical Engineering at the University of Kentucky. ASSISTANT REQUIREMENTS: Assistance in initial screening of research participants Enrolling, consenting, and screening of research participants Assistance in data collection from the enrolled research participants. Analyses of all collected data as described in study protocol Preparation of abstracts and manuscripts for dissemination of study findings Training of new study personnel Information and Security It shall be required that the individual assistant will adhere to all protocols and direction provided by RR&D physician. Additionally, the individual will also fully adhere to all aspects of the research protocol that has been reviewed and approved by the Lexington VA Institutional Review Board (IRB). Lastly, because the work provided may involve access to PHI/PII, the individuals must also complete and maintain all HIPAA/Privacy trainings required by the Lexington VA Medical Center, and the Lexington IRB. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before February 22nd, 2021, 10:30 am Central Time to michael.brown1305@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
