OMFV Phase 2 Concept Design Solicitation W56HZV-20-R-0142 (Updated�11-Feb-2021) Army Contracting Command � Detroit Arsenal is releasing Request for Proposal (RFP) W56HZV-20-R-0142 for the Optionally Manned Fighting Vehicle (OMFV) Phase 2 Concept Design Effort. Please see the posted RFP for instructions (�W56HZV-20-R-0142.pdf�). Note: All previously released OMFV Attachments are obsolete and are superseded by the 18 December 2020 RFP W56HZV-20-0142 and associated attachments released with this posting. There are attachments within the solicitation that are Controlled Unclassified Information (CUI).� Instructions for obtaining the CUI Attachments are the following: If your organization would like to receive CUI documentation, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@mail.mil. The subject line of your email shall state (exclusive of the parenthesis): ""(Vendor Name) - Request copy of the CUI Attachments XXXX, XXXX, and XXXX"". The body of your email should list each CUI document requested (Attachment Number and Title) and rationale for need. Your email must also include the following information; when submitting email attachments, please ensure they are in a .doc, .docx, or .pdf file format: Company name and corresponding CAGE code. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO). Indicate if you are interested potential �Prime� or �Subcontractor� for OMFV. In an effort to share the programmatic changes with industry, the Army conducted an OMFV Industry Day on 09 December, 2020. The event culminated with an opportunity for industry to engage the Army for questions or comments following the live portion of the OMFV Industry Day. Responses to Industry�s most common questions resulting from Industry Day are below: Q1: What type of contract will the Government use for OMFV Phase 2, Concept Design? � A1: This solicitation covers only the Concept Design Phase, which will be solicited on a Firm-Fixed-Price basis. � Q2: Please provide clarity on the Phase 2 approach regarding the Modeling, Simulation, and Analysis (MS&A) approach? A2: The Phase 2 OMFV Concept Design scope of work includes MS&A efforts to inform requirements, as well as conducting initial design activities through a System Functional Review (SFR). Contractor deliverables used in the MS&A activities are the contractors� input to the Abbreviated-Capabilities Development Document (A-CDD). The results of the Government MS&A events will be provided back to the contractors during contract performance. The contractors will submit initial concept designs based on the Updated OMFV Characteristics (CON), which will inform MS&A efforts. MS&A outcomes will inform the A-CDD and PSPEC Rev002. PSPEC Rev002 will replace the CON as the basis of requirements for continued development of concept designs. The contractor Systems Requirement Review (SRR) will be based on PSPEC Rev002 to the level of detail available. Following the Systems Requirement Review (SRR), another iteration of MS&A will inform the final A-CDD and PSPEC Rev003. The Government MOSA Architecture (GCIA Rev2) will accompany PSPEC Rev003 for further concept design development. The SFR will be based on the PSPEC Rev003 and the Government MOSA Architecture (GCIA Rev2) to the level of detail available. Following SFR, the contractors will continue to develop their concept designs to contract completion. Q3: What is the Government�s expectation for contractors when the revised PSPECs and Government architecture are published? A3: �After each refinement of requirements as described in Q&A2 above, the contract will be modified twice to incorporate the refined requirements � first with PSPEC Rev002 and second with PSPEC Rev003 and the Government MOSA Architecture (GCIA Rev2). The contractors will be required to revise their concept to accommodate any change from the previous requirements and continue development based on the revised requirements. The Government does not expect additional effort as a result of this iterative revised requirements process. The scope of work recognizes the potential impact by accepting the level of detail available for the initial concept design as well as for subsequent deliverables and reviews and by providing time for continued development following SFR. This provides flexibility for both the Government and contractors as the requirements iteratively evolve during Phase 2. Q4: �Will the Government provide detailed requirements products as part of RFP release? ��������������� A4: �The intent for this specific solicitation and contract is to allow industry to help inform OMFV requirements for the next phase solicitation. To permit industry design freedom and promote innovation, the Army avoided quantifying or prescribing critical levels of performance wherever possible. The Government will provide the Updated OMFV Characteristics and Draft OMS/MP with RFP release. �The Updated OMFV Characteristics are mandatory for initial contract performance. Q5: What is the implementation process for the Government Architecture? ��������������� A5: The Government will provide a MOSA Architecture at contract award for contractors� performance through SRR; the MOSA Reference Architecture Rev001 (Attachment 0025) includes the GCS Common Infrastructure Architecture (GCIA) Rev1. (These have only minor changes to those included in the July Draft RFP.) In parallel to Phase 2 OMFV Concept Design, a Government/Industry/Academia Architecture Consortium will update the GCIA. Contractors will be able to participate in the Architecture Consortium. This effort will result in a MOSA Architecture (GCIA Rev2), which will be provided with PSPEC Rev003, for contractors to utilize for contract performance through the remainder of Phase 2.� The Government expects to issue an initial announcement for this effort on beta.Sam.gov roughly concurrent with the release of the RFP. The GCIA Rev2 will define the specifications and interfaces for common (shared) infrastructure elements to enable MOSA compliant subsystems' implementation. The GCIA Rev2 defined interfaces will use consensus based industry standards (open).� The interface description documents, provided as part of GCIA Rev2, will provide all the necessary details.� The GCIA Rev1/Rev2 is not a detailed design. The contractors will be responsible for an overall OMFV system architecture implementation for a fully integrated platform concept. The GCIA Rev1/Rev2 will not define any subsystem functionality or system level performance specifications.� Consequently, proposals should recognize and address accordingly. The RFP will include specifics for the Open Architecture (MOSA) Approach. ��������������� Q6: Are there ways for subcontractors to indicate their interest to team with potential primes? The forthcoming Request for Proposal (W56HZV-20-R-0142) supersedes any information presented in this paper and during Industry Day. ********************************************************************************************* OMFV Virtual Industry Day Slides Added - 9 December 2020 See attachment entitled ""Optionally Manned Fighting Vehicle Industry Day v10.pdf"" ********************************************************************************************* OMFV Phase II Solicitation Synopsis - 3 December 2020 US Army Contracting Command, Army Contracting Command � Detroit Arsenal (ACC-DTA), Warren, MI, intends to issue a full and open Request for Proposal for the Optionally Manned Fighting Vehicle (OMFV) Phase 2 Concept Design Effort under solicitation number W56HZV-20-R-0142. The purpose of Phase 2 is to conduct Modeling, Simulation, and Analysis (MS&A) to provide information for requirements refinement and conduct initial design activities up to system functional review (SFR). The Government intends to award up to five Firm-Fixed Price contracts. The contracts will require contractors to complete concept designs culminating in a SFR. There are no small business set-asides planned for this solicitation. Additionally, this is a new requirement; incumbent information does not exist. The proposals will be due approximately 90 days after the RFP is released. Contract award is targeted for 3rd quarter of Fiscal Year (FY) 2021. This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. SUBJECT: PdM OMFV and ACC-DTA will host a Virtual Industry Day on 9 December 2020 via Microsoft Teams The purpose of the OMFV Virtual Industry Day is to provide an overview of the program acquisition approach and strategy, discuss the requirements approach, cover the Phase 2 approach, and discuss the Phase 2 RFP scope and proposal evaluation approach.� Representatives from PM MCS, ACC-DTA, and Next Generation Combat Vehicle (NGCV) Cross Functional Team (CFT) will participate. There will be a limited opportunity to address questions during the session. No CUI or Classified information will be included. 3. GROUND RULES FOR INDUSTRY DAY: The OMFV Virtual Industry Day Event will be conducted to inform Industry partners on what to expect in the upcoming Phase 2 RFP. � This event is to provide additional information with a limited Questions and Answer (Q&A) period. Not all questions asked will be answered during the Q&A session. � All information provided will remain at the UNCLASSIFIED, Distribution A level. No CUI or Classified information will be included.� Attendees are not to submit CUI or classified questions. ******************************************************************************************* OMFV PHASE 2 DRAFT SOLICITATION - UPDATE (17 September 2020): Based on industry feedback and continuous dialog between Army Senior leaders, the Government will not submit a proposal in response to the OMFV RFP. As a result, a revision to the draft OMFV RFP deletes paragraph A.3.1 Potential Government Offeror in its entirety. The attachment ""OMFV_RFP_for_Preliminary_Designs_Draft_RFP_W56HZV-20-R-0142_v4.3_Final.docx"" posted Jul 17, 2020 is deleted and replaced with ""OMFV_RFP_for_Preliminary_Designs_Draft_RFP_W56HZV-20-R-0142_v4.4_Final.docx"" to reflect the change. No further revisions to the Draft RFP are anticipated until the final RFP is released.
